PSD.16 - Reconcile Simultaneous Problem-Structuring and Decision-Support Work

Type: Method pattern (DPF) Status: Candidate

Primary working result: one bounded conflict and facilitation-architecture decision: which arrangement of inquiry, modelling, participation and decision return will be used for the named engagement, why it addresses the material interference, what burden or unresolved conflict remains, and what would reopen it.

PSD.16:1 - Problem frame

Use this when useful activities in a decision-support engagement obstruct one another. An analyst needs stable assumptions while participants are still correcting the question. A facilitator cannot both handle a consequential objection and rebuild the displayed model. An evidence team qualifies one configuration while the advice recipient changes the configuration to be considered.

Start with the result at risk and the interference: “If we close this comparison now, this still-material contribution cannot enter it.” Recover only the relationships needed to understand that conflict, compare genuinely different arrangements, and decide the smallest warranted change within the applicable remit.

Problem structuring and decision support is the wider practice. This pattern governs a narrower subject: the arrangement through which a named engagement’s different kinds of work contribute to its result. Here facilitation architecture means that arrangement of participation, modelling, inquiry, challenge and return—not a workshop agenda or a new institutional hierarchy. A diagram describes the arrangement; a reusable Method guides action; actual work enacts it.

The gain is a usable local decision without losing the value, evidence, participation or authority condition that made the conflict consequential. The result may retain the present arrangement with a stated limit, change it, or return the exact blocker to a competent owner. “Reconcile” does not require everyone to agree.

Do not use this pattern merely because two activities overlap in time. If they have no decision-relevant interference, continue them. Use PSD.6 when the question is which Method fits, and PSD.7 when a claim needs facilitated inquiry but the arrangement itself remains workable. Routine scheduling, specialist mediation, emergency command and decisions about the affected System retain their own Methods and authority.

PSD.16:2 - Problem

A sensible script can conceal an unsound engagement. Its “elicit, model, compare, recommend” order says little about people correcting claims during modelling, technical evidence arriving during discussion, or a sponsor controlling both participation and the receiving decision.

The same display can also carry incompatible readings. A causal sketch supports exploration; a calculation supports a bounded consequence claim; the closing slide appears to authorize action. If their different uses are hidden, completing the slide can look like completing all three results.

Local repairs then export the difficulty. Moving inquiry outside the meeting frees analytical time but adds participation effort and delays correction. Adding a challenger can broaden discussion while reducing facilitation capacity. Freezing a model stabilizes computation while excluding a changed premise. The practitioner needs to expose and decide these consequences, not merely draw a cleaner sequence.

PSD.16:3 - Forces

PSD.16:4 - Solution

Reconcile the engagement around the result and its necessary conditions. Preserve useful order where a real dependency warrants it; preserve overlap where the work actually overlaps. Change the relationship that causes the conflict rather than assuming that all activities must share one structure.

PSD.16:4.1 - Anchor the engagement and the result at risk

For an ongoing engagement, inspect a concrete occurrence: the objection that could not enter the model, the evidence received after a comparison closed, or the attention demand that stopped a participant’s contribution. Distinguish an observed failure from a suspected mechanism. For a proposed engagement, use its intended-use case and proposed arrangement; name the later observation that would test it. A prospective design has no performed success to cite.

Recover the receiving question, subject, scope, horizon and decision boundary. Keep only participants, concerns, models and Method conditions that can change the arrangement decision. Existing PSD.1–PSD.7 results can supply these inputs under the conditions in section 12; no complete earlier traversal is required.

Ask what a usable return must preserve. Examples include a materially different service concern, an interpretable model assumption, a qualified configuration-specific result, a workable challenge route, or the distinction between a recommendation and the recipient’s choice. A deadline is a condition to address, not evidence that these requirements have been met.

If the supposed conflict concerns another subject or receiving decision, establish that separate boundary before joining the work. If an indispensable scope or authority premise is missing, obtain its qualified source or return that precise gap.

PSD.16:4.2 - Separate the structures that matter

Begin with the action whose contribution is unclear: for example, asking a participant to correct the meaning entered in a model. Use B.1.5.EW to explain what encompassing inquiry is being performed through that action now, which constituent operations make it possible, and which conditions of the whole change its performance. Follow each connection only as far as it changes this engagement. A missing skill, an unavailable contribution or a misunderstood operation may need a local correction before any rearrangement of the engagement.

When the arrangement decision depends on several different structures, use C.32.MWA to relate their accounts. The following distinctions help when they change that decision.

State the correspondence that the current decision uses: for example, which participants can correct which model assumptions, which evidence can qualify which comparison, or which decision owner can change the receiving question. Preserve important losses in the description. A short map may omit timing details that the proposed arrangement now needs.

At a revealing moment, ask how a changed condition of the encompassing inquiry changes the selected action, and how a limitation in that action restricts the inquiry. Recover an unknown operation, obtain a qualified contribution, or practise the combination with its whole conditions still present. Stop the decomposition at an understood operation or sufficient available contribution.

Use the direct FPF pattern when a stronger relation claim matters: A.3.1 for Method identity, B.1.5 for Method composition, and the applicable Work or authority pattern for those distinct claims. A Method stack requires explained constituent connections, not a count of activities. If a changed whole no longer supports its old identity, reidentify it rather than preserving a convenient label.

PSD.16:4.3 - Locate the interference and its actual consequence

Describe how one contribution defeats or weakens a condition needed by another. “Modelling and discussion happen together” is not yet a conflict. “The only modeller also controls the discussion, so a contested assumption is entered without its holder being able to correct it” names an interaction that can change the result.

Follow the conflict far enough to identify its receiving consequence. Does it exclude a material alternative, change an attributed value, invalidate evidence use, obscure dissent, prevent meaningful participation, or exceed the engagement’s remit? Separate a technical limitation, a value difference, an evidence gap and an authority dispute; they have different returns.

Inspect what is actually shared: a person’s attention, a model, a data basis, access to participants, a decision horizon or a rule for closing a claim. Do not solve an evidence gap by voting, or a value dispute by accelerating the model. Use an adequate available specialist result when it answers the question.

When the interaction remains uncertain, compare continuing under that uncertainty, narrowing the return, correcting the arrangement and obtaining further information. Select an observation, rehearsal or outside contribution only when its obtainable result can change the next action enough to warrant its effort, delay and displaced work under C.11.DUA; use A.15.9 for the outside contribution. Existing knowledge may already settle the action. Where a consequential condition is unsupported, lower or stop only the relying claim. Unaffected inquiry can continue when its own conditions remain valid.

PSD.16:4.4 - Construct alternatives that change the relationship

Compare the incumbent with at least one materially different workable arrangement. Select alternatives from the conflict, not from a universal menu.

A local separation can reserve discussion time while calculation pauses. Parallel inquiry and modelling can use explicit exchange points for consequential changes. Separate contribution channels can preserve a protected or unavailable participant’s input, provided a usable correction route exists. A simpler provisional model can support discussion while a specialist develops the stronger analysis elsewhere. A different allocation of modelling and facilitation can remove an attention conflict, if the required people and capabilities are available.

State what each arrangement preserves, what it cannot yet produce, and who bears the extra work, delay or loss. A jointly edited model is not always preferable; when inputs and meanings are stable, bounded expert analysis can be sufficient. Nor does fully serial work automatically preserve participation: someone may become unavailable while another contribution is completed.

When the participants share the same relevant perspective and a missing perspective could change the inquiry, consider a prepared content challenger alongside a separate facilitator. Make that contribution explicit and source-supported; allow the group to decline it. It does not confer representation or consent on behalf of absent people. Its preparation and facilitation burden may make another participation route preferable.

Test whether the proposed change stays within the selected Method’s permissible variation. A change from spoken to confirmed written inquiry may preserve the Method; replacing participant confirmation with a sponsor’s interpretation does not. Return a changed action, result or join to PSD.6 rather than calling it a scheduling adjustment.

PSD.16:4.5 - Make the bounded decision and retain the residual

Compare alternatives against the actual result conditions: faithful participation and interpretation, valid model and evidence use, feasible support, timeliness and applicable authority. Keep protected conditions outside compensating trade-offs unless their competent source actually allows that treatment. More output or a shorter meeting does not compensate for unsupported representation or evidence.

Choose within the established facilitation or engagement-design remit. If a proposed change requires another person’s resources, changes a participation obligation or alters the authorized receiving decision, obtain the owner’s decision. Until then, return a conditional proposal or blocker, not an implemented arrangement. The C.32.MWA synthesis informs this choice; it does not supply its authority.

State the selected change, the material reason, the alternative not taken, what remains unchanged, the residual difficulty, and the limit on the next return. Keep an adequate incumbent when another arrangement brings no justified gain. If no available arrangement preserves the necessary conditions, narrow the result or stop its unsupported part.

This decision concerns how decision support is conducted. It does not select the pump, authorize organization change, deploy a model, or establish agreement with the eventual advice.

PSD.16:4.6 - Judge the changed interaction and hand on its conditions

Judge the interaction that justified the change using available observations. Can a corrected concern reach the comparison before it is relied on? Can the modeller identify the evidence version? Can the participant challenge the representation through the chosen channel? Can the separate facilitator sustain the discussion while analysis proceeds? If an unresolved answer could change continuation, select a worthwhile further observation as in 4.3.

A rehearsal supports a prospective arrangement only at its tested scope. For a change used in ongoing work, inspect the resulting contribution and any burden moved elsewhere. A smoother meeting or a completed document alone is not evidence that the material conflict was resolved.

The first result can be a short decision note or spoken return with a recoverable basis. It makes the arrangement, scope, authority, retained conflict, missing result and next observation usable; it need not reproduce every model or conversation.

Carry only consequential constraints into follow-up. For example, a corrected service assumption must reach the named comparison owner; an observation about another configuration does not refresh this result. PSD.14 still designs and compares its own follow-up alternatives. Evidence from this local variant may inform PSD.17, but cultural continuation requires its own observations.

Reopen when the receiving question, a material participant or premise, the model use, the arrangement’s support, or the permitted decision changes; when the chosen exchange fails; or when a moved burden defeats another necessary condition.

PSD.16:4.7 - What changes in practice

The practitioner can say not only what the engagement does, but why its contributions can coexist without falsifying the return. A necessary sequence remains; a harmful coupling is changed; the unclosed part stays visible. The resulting decision is smaller and more useful than either a master lifecycle or an unbounded redesign of the whole engagement.

PSD.16:5 - Archetypal Grounding

PSD.16:5.1 - A flood-pump inquiry cannot freeze away a service concern

This illustrative case continues the bounded attributed-inquiry and conditional-analysis Method. The board retains the investment choice; the engagement lead may arrange inquiry and model work within the agreed participation and resource conditions. The case supplies an available facilitator and analyst, not a general staffing requirement.

The analyst is preparing conditional comparisons; the working list includes fixed, mobile and staged pumping arrangements. The staged candidate still lacks a qualified consequence result. A separately consulted group has not yet corrected the rendering of its reachable-assistance concern. The current plan freezes the comparison before that correction can arrive. The facilitator is also expected to explain the calculations during the only discussion period. A finished comparison could therefore look complete while answering only the property-protection reading.

The relevant structures differ. Attributed inquiry and conditional analysis are Method contributions. Their actual work overlaps. The resident group, analyst and board have different participation and authority relations. A service-concern map and a hydraulic model preserve different claims. Investment implementation is later work, not a final level of the inquiry.

Consider the moment when the facilitator asks a resident to correct an attributed statement. Asking, interpreting the answer and confirming the amended wording are constituents of recovering that service concern; this recovery is part of the problem-structuring engagement now in progress. Suppose the resident means that assistance must reach people when the road is flooded, but the model records only protected property. Accurate transcription is insufficient: the missing connection is the translation of the confirmed concern into the model’s question. The facilitator and analyst must preserve that meaning in the comparison or identify the service question it cannot answer. If they cannot make that translation, they need the relevant modelling contribution, not more accurate typing. The active exchange performs part of the inquiry while separate calculation can continue elsewhere.

The lead compares three arrangements:

Under the supplied remit and available support, the lead selects the third arrangement. The facilitator obtains correction of the attributed concern through its agreed channel. The analyst identifies which consequence claims that correction could change and carries unaffected calculations forward. The next return distinguishes qualified calculations, unresolved service claims and the exact access question. If the correction arrives too late for a supported comparison, the brief retains that limitation instead of silently dropping the concern.

A short resulting decision is:

Keep inquiry and conditional analysis in parallel, with the facilitator handling claim correction and the analyst handling the affected model use. Close each comparison only with its current service meaning and evidence limits visible. Preserve the mobile-access gap and any unanswered contribution in the board’s return. The investment choice is unchanged and remains with the board.

The moved burden is explicit: the facilitator and analyst must reconcile the corrected meaning with the consequence account, and the board may receive a narrower answer. A test follows one corrected statement into the draft comparison and checks whether its dependent claim is revised or left explicitly open. That test does not establish road access, district-wide agreement or a superior pump.

If separate analytical support becomes unavailable, the lead must reconsider the arrangement—for example by pausing calculation during the material discussion. The staffing premise cannot be replaced by a role label.

PSD.16:5.2 - A non-contested advice question with a moving evidence basis

A committee asks a separate advisory team for a ninety-day service-development comparison. No disagreement about the question is reported. Internal development and a human–AI support arrangement are live candidates; the organization’s allocation and AI evaluation results remain specialist inputs.

During preparation, the system owner changes the proposed AI configuration from A to B. The evaluation already supplied concerns A. Meanwhile, the allocation analysis can still answer an independent question about internal development. The original plan waits for one whole “evidence package” and then issues one complete comparison. Its all-or-nothing join either delays useful work or tempts the adviser to pass A’s result into B’s claim.

The team considers keeping a historical-A comparison, waiting for every B premise before any return, and separating the returns by their actual dependencies. The first does not answer the committee’s now-B question. The second remains possible but withholds the independent allocation result. Within its agreed control of analysis and delivery, the team retains the qualified internal-development contribution and keeps the cross-candidate comparison open wherever B is material. It considers a B qualification only if an obtainable result could change the recommendation within the receiving window and warrants the acquisition burden. Otherwise it returns the useful internal-development result and the unresolved B limitation.

The arrangement names the configuration owner who reports a further change, the specialist result each claim can consume, the person assembling the comparison and the condition for closing it. It does not freeze the operating system, prevent its owner from changing B, or turn the available internal-development result into the recommended direction.

The test substitutes another A-only result at the receiving join. It must remain an A contribution or an unusable input for the B claim, while the independent contribution stays usable. A later adequate B result can close that particular gap. A further change of subject or horizon reopens only the affected use.

This is reconciliation without a disagreement workshop. The decision changes how qualified results can be returned together; it supplies no AI safety, human learning, organizational feasibility or deployment authority.

PSD.16:5.3 - Overlap without an architecture problem

Two analysts examine independent uncertainties for an unchanged question using adequate sources. Neither consumes the other’s result, blocks participation or changes a shared condition. Their calendars overlap, but no material interference has been identified. Continue the work; there is no reason to manufacture a common Method, hierarchy or facilitation redesign.

PSD.16:6 - Bias-Annotation

Scope: arrangements of problem-structuring and decision-support work for a named engagement. The pattern does not govern every concurrent project activity.

Watch for analytical capture: the easiest-to-compute account becomes the whole question. Watch also for participation romanticism: a joint session is credited with representation, expertise or agreement it did not establish. The repair is to trace the actual claim and contribution, including absent or protected participation, rather than treating either the model or the meeting as authoritative.

Architectural tidiness can hide moved burden. Inspect the participant, specialist or recipient who now pays for the proposed improvement. A successful local variant remains local evidence, not proof that a profession has adopted it.

PSD.16:7 - Conformance Checklist

PSD.16:9 - Consequences

The engagement can return useful partial results without hiding how its work was arranged. Participants’ corrections, specialists’ premises and decision owners’ authority remain connected but distinct. Necessary order is preserved without forcing all modelling, inquiry and observation into that order.

The cost is explicit coordination and sometimes a narrower or later return. Separate roles require support; separate channels require usable joins. Some conflicts remain with a specialist or authority owner. The gain is not friction-free work, but a defensible arrangement whose remaining limits the recipient can use.

PSD.16:10 - Rationale

Method choice and faithful facilitation do not by themselves settle whether their enactment can satisfy several conditions at once. The same adequate inquiry Method may fail under one allocation of attention or one result-closing rule and remain usable under another. Conversely, an apparent scheduling change can replace a Method’s essential confirmation or evidence condition.

The pattern therefore starts at one threatened result, recovers selected relationships, and compares arrangements through their consequences. A constituent can perform part of ongoing inquiry while other work overlaps it or supplies a later result. Recovering that vertical connection can locate a missing ability or semantic join that a different timetable would leave unresolved. This distinguishes structural interference from an ordinary claim disagreement and avoids reopening the entire engagement after each correction.

The choice is proportionate. A single sufficient sequence is retained when it works; a coupled arrangement is warranted when the actual interaction changes the answer. The result states what observations support it and what remains unresolved; a proposed arrangement still needs to work under the conditions in which it will be used.

PSD.16:11 - SoTA-Echoing

Practice question: how should a practitioner alter a decision-support engagement when modelling, participation and result closure constrain one another? The selected line is a situation-qualified arrangement with explicit interactions and local tests. It is compared with a sufficient ordered Method, expert-only analysis and more intensive participatory arrangements; none is universally preferred.

PSD.16:12 - Relations
