PSD.7:5 - Archetypal Grounding

PSD.7:5.1 - A flood-pump return that retains disagreement

In this illustrative inquiry, the board’s current engagement terms reserve the investment choice to the board. The participation account distinguishes the residents’ association from a separately consulted group of mobility-constrained residents; neither represents all district residents. Operations staff supply their current technical assumptions, while the selected Method calls for attributed service claims and conditional technical analysis.

The facilitator presents three proposed conclusions and obtains these corrections:

Proposed conclusionWhat inquiry establishesReturned claim
“The pumps can protect the district.”The technical calculation concerns nominal capacity under stated inflow and availability assumptions. It does not establish deployment access or every resident’s protection. The conditional capacity claim is shared by the responding participants; the broader protection claim is unsupported.
“Residents want the least expensive pumping option.”Association representatives emphasize property protection and cost. The separately heard group asks how assistance remains reachable when roads fail. No complete cost comparison or district-wide endorsement is available.Preserve the two attributed service concerns; do not claim a common preference or a chosen option.
“The mobile branch is acceptable if capacity is sufficient.”Operations staff cannot yet support its arrival-time premise under the road-loss condition. The mobility concern remains material even if nominal capacity is adequate.Keep the branch conditional on access evidence and retain the service disagreement for alternatives and recommendation.

The result says: “There is a shared conditional reading of nominal capacity, not shared endorsement of an investment. The mobile branch has an unresolved access premise. Property-protection and reachable-assistance concerns remain separately attributed. The board receives these claims and gaps; the inquiry has made no investment commitment.”

The facilitator sends the wording back through the available channels for attribution correction. Missing replies remain missing replies. A later verified access result can close that technical question without resolving the value difference; a participant’s corrected service meaning reopens only the affected claim and its downstream use.

PSD.7:5.2 - A manager’s summary is not a team’s consent

A manager proposes a development direction and asks staff to comment in a meeting where dissent could affect their assignments. Silence is not an adequate basis for “the team supports the plan”.

The facilitator offers an appropriately protected response route or a separately facilitated discussion and states its real disclosure limits. Until usable participation is possible, the return reports the manager’s proposal and the limitation on staff input. It does not fabricate agreement, infer hidden opposition, or undertake specialist safeguarding work without its proper support.

PSD.7:5.3 - Cheap non-use

Two analysts agree on a clarified unit conversion and only need the corrected value in their calculation note. Send the qualified correction and confirm the needed understanding. A new facilitated inquiry or dissent register adds no useful result.
