The whole imposes relations that do not appear in either part alone. Common landmarks make those relations recoverable, while allocation determines whether the same resources can support the required actions together. Neither substitutes for learned execution.
Simultaneous layers and the constituent/encompassing method vertical cross-cut each other. The same balance method can support several layers; one layer can require several constituent methods. Keeping those relations explicit helps distribute work between people and equipped agents and helps locate a missing capability without forcing one tree onto every description.
