STR.14:10 - Rationale

Several contributions can be simultaneous without being identical. Strategy needs a coherent account of their interaction, not one owner or lifecycle for all development.

Comparing whole finite configurations makes shared constraints and displaced contributions visible. Keeping realization and decision rights separate prevents a plausible synthesis from acquiring capabilities or permissions that no participant has supplied.
