STR.15:4.3 - Identify the specific continuation or change question

Locate the tension that changes action: unsupported confidence receives recognition, objections lose their context, a useful practice cannot be enacted within available time, or a source is reused outside its qualification window.

Consider different explanations when their consequences would change the response. Non-use may reflect poor practical worth, a misleading instruction, missing access, lack of capability or an actual selection practice. Do not diagnose unwillingness merely from a missing result.

If the method’s worth is unresolved, use STR.13. If a description or source use is the issue, repair that contribution under its direct guidance. If time, capability or organizational support is missing, obtain the contribution rather than assuming that another message about values will supply it.

A sufficient account can justify continuation. An independently adequate archive can remain useful even while the meeting’s recognition practice needs attention.
