STR.15:4.5 - Separate authorization, performance and observed change

State what is proposed or authorized, who will do what within which scope, the expected effect and what would support, narrow or defeat that expectation. Use the direct organization-change and learning Methods for their actual work when needed.

Later, recover what was performed separately from what changed in transmission, recognition, selection or retention. A revised agenda is an artifact change. Actual use of the new discussion arrangement is a further claim. Continued use across later decisions, and an effect on decision quality, require their own support.

Observe the decisive relation at a proportionate scope and time. Record missing observation as a limit, not as success. Compare the current result with the expected contribution and serious rival; a disappointing result can justify changing or stopping the intervention while retaining useful independent practice.

Do not infer that distributed cultural change is controlled by one project. Participants can adapt, reject or carry a practice elsewhere under conditions outside the intervention’s scope.
