STR.2:10 - Architectural Rationale
New information or a changed comparison basis affects a strategy through its use in a choice or commitment. Making that relation explicit prevents treating news as a decision, dismissing a source revision as mere administration, or silently changing the rule to favour a proposal.
The strategic judgment remains separate from general source-impact discovery. A.10.1 can reveal which uses depend on the changed claim, while Strategy decides what the change means for direction, options and commitments. That separation preserves both reuse and the domain-specific consequence.
