What should a small engineering team develop, obtain, or delegate?
A startup wants better engineering results and a stronger ability to compete. It is considering staff development, recruitment, providers, a method or platform change, and a different allocation of work among people, AI and robots.
Name one needed result, then use OCE.8. “Use more AI” and “train the team” are still broad possibilities. Turn each useful possibility into a whole arrangement that could obtain the result. Keep the intended use, horizon, acceptance criteria and protected conditions the same across candidates.
Use representative work to recover how the team currently operates: who contributes, what they can do, what they are assigned and permitted to do, how contributions meet, and where failures or support burdens occur. C.38 gives the general same-result comparison; OCE.8 supplies the organizational method.

Several domain questions may contribute. ME.1 and ME.3 clarify the method and required contribution; ME.6 compares method architectures. Obtain a strategy, finance, legal, safety, maintenance or other specialist answer when it can change this comparison. State the particular question in the request. The organization makes its choice from the resulting comparison: select an arrangement, conduct a useful authorized probe, reject the candidates, or identify the evidence still needed.
Before dependent work begins, establish its required capability, assignment, permission and authority, and the evidence for protected conditions. Once the operating arrangement exists, OPS.5–OPS.7 can address its narrower admission, case-continuation and priority questions.
