Goal Construction and Regulation Principles Framework Architectural Reference

GOALS.Reference:1 - The field and the work it serves

This framework develops the practice of constructing and regulating goals in professional, organizational and work-related personal development. The governed object is a goal or a connected arrangement of goals: desired conditions, their grounds, achievement criteria, relations to other aims, and the reliance and means through which they influence work. A goal description carries those meanings. The people, agents and organizations acting on it perform the work that can change the world.

The practical difficulty begins before choosing a target number. A person can want a useful outcome but lack an executable way to obtain it. Several reasonable goals can require incompatible uses of the same capacity. An indicator can improve while the recipient’s result worsens. A valuable research attempt can end without the hoped-for discovery. A successful automated service can leave an intended human learning result unproduced. Those differences call for different decisions about purpose, means, evidence and continuation.

The useful whole is an arrangement in which participants can explain what they are trying to obtain, distinguish what is expected from what is promised, act within available conditions, detect changes in time, and revise the affected goal or means without disguising what happened. Its adequacy is visible in consequential work: for example, an accepted priority change leads to a feasible reallocation and truthful customer response, while unchanged commitments retain their force.

The intended reader knows the subject work or can obtain competent subject help. The framework supplies goal methods and their connections. Technical correctness, lawful authority, clinical judgements, professional learning design and other subject-specific conclusions remain with the relevant competent practice. An ordinary clear task with available means and an adequate completion test can proceed directly. Full OKR machinery becomes useful when a recurring organizational problem needs the connected practice described in GOALS.5.

Work-related personal aims and mixed human–AI work are included. Clinical treatment, a comprehensive theory of personality and all private-life goals need their own professional grounds.

GOALS.Reference:2 - How a system of goals holds together

Connect the wanted result to evidence, reliance and shared means; use what happens to revise the affected connection. This reminder names five questions whose answers constrain one another.

First, recover the result and why it is worth pursuing. A desired change, preservation of an adequate condition, inquiry into an unknown and acquisition of a capability are different possible aims. GOALS.1 constructs this interpretation and identifies who may settle or change it. A hypothesis about the means remains revisable even when the purpose is stable.

Second, construct evidence of achievement in GOALS.2. Asking how a result would be recognized often changes the proposed goal. “Resolve the refund problem” becomes an identified population of customers receiving their due refunds, together with the agreed treatment of genuine exceptions and continuing care of unfinished cases. An information page can help that work without being its completion criterion. A new observation is needed only if present evidence cannot support the decision it serves.

Third, determine reliance and make the demands fit together. An ambition invites a worthwhile search beyond the current expectation; a forecast describes what is expected under stated conditions; a commitment establishes what another participant may rely on under its actual agreement. GOALS.3 combines these meanings with current service, material dependencies and shared capacity. A goal that needs unavailable complements returns for construction, changed scope or an explicit unresolved condition. Lowering a forecast does not perform any of those changes.

Fourth, people and agents carry out subject work. GOALS.6 helps a person connect an adopted aim to suitable action, competing aims and assistance. GOALS.7 does the corresponding assignment and continuation work for an AI system under its actual capabilities and authority. The subject methods produce the result: a good goal does not manufacture a repair technique, a research answer or a learning opportunity. C.39 in FPF develops a missing way of working. HCD supplies development of a human contribution when that is needed.

Fifth, GOALS.4 connects observation to diagnosis and a warranted continuation. It uses C.43, which already supplies the full connection of observation, choice and action. The domain addition here concerns which goal-related meaning changes: a forecast, a means hypothesis, an achievement test, a resource allocation, an aspiration or a commitment. An adverse observation can leave the goal sound; a goal can become obsolete while every indicator is green.

These are relations to use as needed. A service with an established goal and valid evidence can enter at a capacity conflict. A new inquiry may start with the decision it could improve. A participant may first expose an unwanted consequence that requires revising the aim. The organization does not need to restart goal construction whenever a current report changes.

GOALS.Reference:2.1 - The whole changes a constituent action

Consider a company promising both a usable AI-assisted advisory service and staff capability to frame and question its recommendations. During a client case, an employee’s framing of the question is part of producing the advice and part of practising the promised contribution. The two results share that action but require different evidence. Client acceptance can establish usefulness of the advice; observation of the employee’s framing under the agreed assistance can support the learning claim.

If the agent now supplies the framing entirely, the service may improve while the practice opportunity disappears. Preserve the service gain and reconsider the learning arrangement: have the employee frame a suitable next case before seeing the agent’s version, compare the reasoning and receive qualified feedback; allocate the required time. If that additional result is no longer wanted, its owner can revise the development aim. If it remains promised but no opportunity or support is available, the complete arrangement remains infeasible. Counting more delivered recommendations would leave that gap unchanged.

Conversely, a difficult first attempt can reveal that the human framing criterion was too broad for the available preparation. HCD can narrow the next learning contribution while GOALS.3 revisits which later service reliance remains supported. This return changes the whole arrangement through what happens in one constituent action. It also shows why a shared work episode need not make its service and learning results interchangeable.

GOALS.Reference:2.2 - Joint conditions and useful partial results

The goal set has conditions that no isolated goal can establish. If three teams need one specialist for 12, 10 and 10 hours in the same week and only 24 hours are usable, individual feasibility claims do not compose. A delivery sequence can remove overlap only if the receiving dates permit it. A purported shared activity counts once only when the same performance actually supplies all claimed contributions. GOALS.3 shows the resulting choice.

A partial result can still be useful: a completed investigation can allow a decision while implementation remains unfunded; several completed refunds can benefit their recipients while other cases remain open. State what the evidence establishes and what the receiving work still needs. The criterion for stopping the current task is the result it was assigned, including its actual conditions. A broader development programme may continue through newly attainable questions after that task ends.

GOALS.Reference:3 - Three applications of the common account

The organizational OKR profile in GOALS.5 uses objectives to express focused changes and key results to express evidence of their achievement. It combines GOALS.1–4 with GOALS.8’s conversations and GOALS.9’s practice development. It also uses the full operating, strategy, leadership and HR methods where their questions arise. Its recurring focus and shared interpretation can help when independent planning hides priorities and dependencies. The organization still carries current service and obligations beyond its displayed improvement agenda.

The human application in GOALS.6 concerns an actual participant’s purposes, adoption of a goal, competing demands and action under the available conditions. A voluntary aspiration, an effective work assignment and a learning opportunity have different participation grounds. The method connects them where appropriate without assuming that a person’s private purpose must equal a corporate objective. Planning, feedback and help are chosen for the particular difficulty.

The AI application in GOALS.7 treats the goal as content used by a configured system with particular tools, state, capabilities and permissions. It permits substantial autonomous performance where those conditions support it. Continuing computation, an apparent confident response and an authorized external effect remain different events. Resumption, completion and escalation need operational grounds in the environment. Human findings about motivation or well-being do not supply those grounds.

Mixed work uses both accounts. A capable agent can provide an analysis or perform an authorized operation directly. If personal mastery is an independently wanted result, preserve the human action and evidence needed for it. If it is unnecessary, compare direct provision against developing that skill. The participants’ actual values and guarantees decide the arrangement; neither compulsory human duplication nor compulsory substitution is part of the general method.

GOALS.Reference:4 - Public suppliers and practical returns

Use the named full methods when their question is live. Their outputs constrain the goal arrangement; this framework does not replace their professional content.

Needed contributionSupplier and receiving useCondition that reopens the connection
A useful operating aim and comparisonOPS.21 develops the operating result, indicator, ambition and use. An adequate operating account can enter GOALS.3 or GOALS.4 directly.Changed recipient, population, comparison or use of the aim.
Current service, commitments, capacity, data and assessmentOPS.10, OPS.13, OPS.15, OPS.19 and OPS.22 in the same publication provide qualified capacity, effective commitments, decision-bearing observations, reconciled work and interpretation of performance.A changed demand, promise, observation basis or resource that the goal relies on.
Direction, inquiry and strategic signalsSTR, especially STR.7 and STR.12, supplies a strategic choice, warranted inquiry or qualified signal. GOALS keeps that meaning in the selected aims and revisions.A changed strategic premise or an inquiry no longer able to affect the decision.
Usable help and joint agreementLDR.1 and LDR.2 supply the needed assistance and an agreement on a complete proposal.Missing participation, contribution, authority or support.
Personnel evidence and termsHRM.1–3 supply coherent work/people arrangements, assessment and remuneration/progression decisions. GOALS.8 gives them appropriate goal evidence.Changed role, permitted data use, tools, attribution or reward rule.
A human learning programme and qualified evidenceHCD.2, HCD.9, HCD.11–12 and HCD.15 in HCD supply feasible learning, practice with feedback, assessment, transfer and continuing development.Changed target performance, allowed help, provider access or later work.
A practice that works in an organizationOCE.9 and OCE.10 supply realization of a bounded capability and investigation of participation or recurrent-practice difficulties. GOALS.9 identifies the goal-practice contribution needed. An ineffective assignment, unsupported contribution, displaced service or changed working condition.
A warranted continuation or a missing MethodC.43, C.11.DUA and C.39 in FPF Core supply control, appraisal of further work and development of the missing way.Changed reliance or an additional inquiry whose gain no longer warrants its burden.

A supplier result can be used as it stands when its question, conditions and evidence fit. Where only the description is available, the contribution must still be performed or obtained. Follow a disputed domain claim to its supplier; changing a goal label cannot repair it. The source return at the end identifies the grounds and refresh conditions of this framework’s own contributions.

GOALS.Reference:5 - A connected organizational case

GOALS.Reference:5.1 - Choose the results and their completion basis

A refund service has 100 eligible cases in its opening cohort, all due by the end of a four-week cycle. Customers want the settlement owed and a usable account of the outcome. The service also wants faster handling of new cases and two employees able to diagnose exceptions. The following amounts, terms and outcomes are stipulated for this example. The service’s competent providers supply the case criteria.

The initial KRs are “publish a FAQ”, “launch a bot” and “reduce incoming contacts”. All three could pass with every refund unpaid. The team retains useful information and automation as means and constructs two objectives with different reliance:

Objective and modeKey results and their joint meaning
O1, committed: By the end of week 4, settle the 100 opening-cohort refund obligations and give every affected customer a usable confirmation of the outcome.KR1.1: All 100 cases have a completed correct payment or a valid final settlement under their applicable terms, with no unresolved amount, recipient or authorization error. KR1.2: Every customer has received an accurate confirmation through the agreed channel, identifying the actual settlement and any action still required of them. Both KRs are mandatory. A confirmation of a future answer does not satisfy KR1.1.
O2, aspirational: Make new eligible refund cases dependable and less costly to handle during the selected service window.KR2.1: At least 95% of all eligible requests received in week 3 reach a correct payment or valid final settlement within five working days of receipt; every case also meets its individual contractual deadline. KR2.2: Mean manual handling effort for that same complete cohort is at most 12 minutes per request, including exceptions and its allocated checking and maintenance work. Both KRs are required for the stated improvement. Correct amounts, recipients, authorization and agreed customer access remain required conditions.

Eligibility follows the existing service terms and is checked at receipt. Difficult eligible cases remain in their cohort. In this case the incoming requests’ contractual deadline is ten working days, so the five-day target is an improvement. Requests arriving at the end of week 3 can still receive their full five-day observation by the end of week 4. Any cases open then remain tracked to their actual contractual deadline. O1’s fixed opening cohort and O2’s new cohort are separate; improving the latter leaves the earlier obligations intact.

The preceding comparable service window had 85% completed within five working days and 20 minutes of manual effort per request. The initial O2 forecast falls short of the desired improvement: 90% within five days and 15 minutes per request, against the desired 95% and 12 minutes. The team chooses the ambitious improvement while protecting the current contractual service. Other teams plan on confirmed staffing and contributions, not on the hoped-for effort saving. O1 has funded payments, the required authorizations and a feasible processing arrangement; its initial forecast is all 100 completed by the agreed date. A threatened payment or dependency will reopen that forecast and the response.

Payment confirmations and the existing case register establish financial and communication outcomes. Existing case timestamps and handling-time data cover O2’s whole cohort. The effort calculation includes the service’s manual exception work; omitting difficult cases would change the claim. These adequate sources are reused without a new reporting system. The all-pass test is now concrete: correct final settlements plus usable confirmations establish O1; timeliness plus lower total handling effort under the retained conditions establish O2. The reverse test also matters: a correct manual settlement may satisfy the goal even if the bot is never launched. Faster work with wrong amounts fails O2’s required conditions, and lower incoming contacts alone establishes neither objective.

The separate learning goal is for both employees, by the end of week 4, to frame unfamiliar routine and exception cases in the current refund service, identify missing grounds and route a decision beyond their authority. Their case procedure remains available; an AI-generated diagnosis is withheld only in the episodes used to establish their own diagnostic contribution. The HCD provider chooses representative variations, feedback and assessment for that bounded capability. This goal is not a KR proving customer settlement: a competent bot can improve service while the employees still need the intended practice.

GOALS.Reference:5.2 - Obtain one feasible undertaking

The shared specialist is the limiting resource in week 2. Payment processing needs 12 hours, the full service repair 10, and the preferred learning provision 10: 32 hours against 24 usable hours after protected current service. Payment funds, ordinary service staff, customer communication and the learners’ own time are separately provided. The 24 hours are specialist hours, not the service team’s total working time.

The payment and service owners, specialist provider and learning provider compare a qualified substitute, a smaller useful repair and moving contributions whose receiving dates permit it. They agree this arrangement:

ContributionWeek 2 specialist hoursFollowing provision and reliance
Process the opening-cohort payments12Existing service staff follow confirmations and unresolved cases; the end-of-week-4 commitment remains.
Repair the service8The smaller repair is useful with the current manual fallback. The final 2 hours are booked at the start of week 3. O2 remains aspirational.
Develop the two employees’ diagnosis4Six more hours are booked in week 3, with assessment before the learning deadline. No current payment depends on unestablished employee capability.

Week 2 now uses 12 + 8 + 4 = 24 hours. The provider has confirmed ten available hours in week 3 after other commitments: 2 for repair, 6 for learning and 2 held for consequential exceptions. The service owner can revise improvement scope, the payment owner retains the customer obligation, and the learning provider and participants agree the practice arrangement. Their existing work schedule carries the commitments. If that later booking becomes unavailable, the parties reopen the affected contribution and its deadline.

GOALS.Reference:5.3 - Revise the relation that changed

Before week 2 execution, the payment interface changes. The technical owner establishes that all ten repair hours are now needed before the payment batch can run. Repair has become an enabling prerequisite for the committed result. The old 12 + 8 + 4 arrangement no longer works even though its sum still fits.

The holders of the affected contributions agree 10 repair hours first, 12 payment hours next and 2 learning hours in week 2. The specialist confirms that this order fits the batch window. In week 3, the now-unneeded two repair hours join the previously booked six learning hours: 8 for learning and the same 2 for exceptions. Both weeks fit their actual provision. The learning provider uses the two-hour episode for initial case framing with feedback and the booked eight hours for varied cases and assessment; this sequence can still meet the learning deadline. The improvement forecast is reconsidered using the completed repair’s actual scope. If the original four learning hours had an immovable week-2 obligation, the changed set would require 26 hours; two hours of qualified substitute provision or an effective change of that obligation would still be needed.

The decision is made when the interface change is discovered, through the people who can change the affected work. The routine weekly service conversation then uses the revised arrangement.

GOALS.Reference:5.4 - Interpret progress and actual completion

At the end of week 2, payment processing is performed but the case evidence shows 82 completed payments, 8 valid final settlements and 10 payments still awaiting completion. Here the eight settlements are customer-chosen credits that the applicable terms allow as final settlement of the obligation; the case evidence shows the customers’ agreement and completed credit. The ten pending payments retain their next action, responsible service performer and customer contact. Submitted instructions and useful explanations have not yet settled them. The provider’s confirmation information supports a forecast that they will complete before the original deadline; ordinary follow-up remains supplied, with the exception capacity available if needed.

In the completed continuation, by the end of week 4 the remaining ten payments are confirmed. O1 therefore has 92 completed payments and 8 valid final settlements, all with accurate confirmations and the required amount, recipient and authorization checks. Both KRs pass and the original obligation is achieved on time.

For O2, the week-3 cohort contains 40 eligible requests. Thirty-nine reach a correct settlement within five working days; the fortieth, received early in week 3, completes on day six, within its ten-day contractual deadline and before the cycle closes. Thus KR2.1 reaches 39/40 = 97.5%, and every contractual deadline is met. Total attributable manual handling is eight hours: 480 minutes / 40 = 12 minutes, meeting KR2.2. The required quality and access conditions also hold. The service improvement was achieved for the stated cohort and window despite its initially lower forecast. Its eight handling hours count the service team’s work; they are not an additional draw on the specialist allocation already compared above.

The learning provider observes both employees making the specified diagnostic contribution across the chosen unfamiliar routine and exception cases, with the procedure available and without an AI-supplied answer. This supports the bounded learning result under those conditions. The bot’s service output and the number of practice hours were useful contributions, while the human performance supplies the learning evidence.

Keep the contrasting period-end result: if week 4 instead ends with 82 payments, 8 valid final settlements and 10 unpaid cases with agreed next contact, O1 remains unmet. Its communications do not compensate for KR1.1. A newly agreed deadline can govern future reliance while the original delay remains part of performance interpretation. If the eight settlements are only unexplained labels or disputed refusals, their adequacy is unresolved too. A successful O2 and a completed learning goal cannot average away that customer obligation.

GOALS.Reference:5.5 - Continue from what was obtained

At closure, the service owner retires the completed opening-cohort objective. The current service keeps its contractual duties and watches the timeliness, effort and exception evidence through its existing control. The attained improvement becomes a basis for that continuing arrangement; future staffing is revised only as its actual performance permits.

The next service change introduces cross-border cases with different authorization and settlement conditions. The team first commissions a bounded inquiry into those conditions and available payment means. Of the ten specialist hours available next week, two go to this inquiry and eight remain for the already identified service and learning support. The inquiry’s useful result is an evidenced choice of a workable arrangement or the specific obstacle that prevents one. The resulting scope and means will determine a new service objective and its evidence; the old 40-case result cannot establish performance for the new population.

The closing CFR conversation recognizes the specialist’s timely dependency finding and the service staff’s case follow-through as contributions to the shared result. Any remuneration or promotion question returns to its actual terms and personnel evidence through GOALS.8. The group keeps the joint-capacity and all-KRs-together tests in the existing service conversation and drops the separate bot-launch slide report that those decisions have replaced. Goal-work support continues where participants still need it. This first completed cycle supplies a useful arrangement and a basis for judging its continuing burden and value through GOALS.9.

GOALS.Reference:6 - Why this organization of methods

A complete alternative would develop the same goal practice in the existing frameworks. C.43 would retain general control; OPS, STR, LDR, HRM, HCD and OCE would carry the relevant full Methods under their own subject responsibilities. The Management Architectural Reference would explain the whole construction and its complete OKR application, including worked cases, acquisition and continuation. Its responsible maintainer would keep the whole coherent with the supplying Methods. Human professional and independent AI work would have direct entries into the common construction.

This framework gives that whole practice a separate subject boundary: constructing and regulating goals, with organizational OKR, human and AI applications. A practitioner or provider can obtain and develop this subject together, and a change in achievement meaning or goal combination has one place to revise its common explanation and affected applications. Strategy, operating work, personnel decisions and learning still retain their full suppliers. An adequate existing supplier result remains a direct route in either arrangement.

The choice between these two complete arrangements concerns how users find, acquire, apply and change the practice, and who maintains its connections. A separate publication adds its own development and upkeep; coordination among existing owners also requires real work. Compare their total burden and useful results over the same scope. The separate boundary is the organization chosen here; a comparative economic advantage over the equally developed alternative is not established.

The full goal language is a constituent of the Management DPF Suite. Management relates direction, commitments, provision and actual performance; constructing and revising the goals that connect them is part of that subject. A changed goal can alter the required capacity, authority or personnel evidence, and changed operating or participation conditions can require a different goal or promise. The Management account of this relation explains these common grounds and the conditions that a replacement must preserve.

Keeping this complete language outside the Suite, with the same Methods and access, is a practical alternative; it does not make those Methods less usable. The choice of membership concerns the larger field’s assembly and continuity. Here the full goal practice carries a required contribution to that assembly, while learning, research and engineering retain their own external subject judgements. The separate GOALS language and its Management membership are compatible decisions. GOALS.6 and GOALS.7 remain direct entries for a person’s professional work and an AI assignment, including uses without an organization or an OKR cycle.

A single goal-setting checklist would be shorter but would lose the differing decisions behind a failed measure, a resource conflict, an unwanted aim and an unsupported learning claim. Conversely, reproducing the supplier frameworks here would increase reading and refresh work while weakening their full subject accounts. The chosen boundary keeps recurring goal constructions here and exposes the supplier inputs and returns at their actual use.

The knowledge supporting this practice includes evidence about goal pursuit, observation, planning, goal adjustment and organizational OKR experiences; it also includes conceptual distinctions and professional methods for capacity, commitment, assessment and learning. Practice tests the usefulness and limitations of those connections. An observation can justify a local change without establishing a universal effect. Significant failures should revise the relevant claim or method, while useful unchanged contributions remain available.

GOALS.Reference:7 - Grounds, consequences and limits of use

Doerr’s 2018 account supplies a broad organizational repertoire: focus, alignment, tracking, stretch, CFR, participation and acquisition of the practice, including its appendices and contrasting company cases. It is a historical practitioner synthesis with participant accounts. Those accounts support recovery of the practice and its difficulties; numerical business-success stories do not establish that OKRs caused the success. Contemporary research refines particular questions and exposes limits. Source:1 identifies those roles.

The expected practical gain is a better-founded next action: a useful target, an honest forecast, a feasible agreement, a corrected achievement test or a warranted end. The method also costs attention, coordination and sometimes new data or learning. Compare those costs with competent present practice. A 30-minute meeting of 20 people consumes 10 participant-hours; it may be worthwhile when it settles a consequential dependency, and excessive when an existing update already supplies the answer. Tool setup and introductory training do not pay for all future interpretation and support.

Correct use leaves material criteria, reliance, dependencies and returns intelligible to those who need them. The arrangement should expose what a consequential change would reopen and who can act. It should preserve actual unfinished work, permitted exceptions, protected conditions and the evidence limits of any stronger claim. These questions can be answered in existing work products and conversations. A separate comprehensive goal register is useful when continuity or coordination needs it, rather than an automatic requirement for every task.

The recurrent failures addressed here have concrete consequences: activity KRs conceal a missing result; unqualified stretch defeats reliance; a hidden shared-resource conflict makes a promise infeasible; a score average hides a mandatory failure; opaque personnel use makes a developmental conversation misleading. Their repairs occur at the affected relation. Suitable uncomplicated work remains uncomplicated.

Evidence of successful local use supports that use. Measured improvement in organizational performance, human capability, well-being or AI reliability requires evidence for that claim and setting. Existing sufficient evidence can be used directly; a new experiment is selected only when a consequential unresolved question warrants it. Material changes in tools, terms, data or source findings reopen the corresponding applications, not every unaffected method.
