HCD.15:1 - Problem Frame

Use this when one named person’s programme has ended, or one development assumption has changed, while the later Work, tools, evidence, qualification conditions, or professional expectations for which the person develops continue to change.

Begin with the person, the later-Work family, and the smallest development question that current evidence can reopen. The first useful result is a continuing development arrangement: decision-bearing triggers, real practice and support contributions, evidence and reassessment, protected conditions and burden, owners and authority, and explicit re-entry and stop conditions.

What this buys in practice is responsiveness without ritual repetition. The practitioner can preserve what remains supported, reopen only what changed, and obtain evidence strong enough for the next decision instead of equating annual credits, attendance, community membership, or a booked calendar with continuing capability.

Do not use HCD.15 for a one-off local revision already settled by HCD.14, a whole-programme comparison owned by HCD.2, operation of current Work, organization-holder change, career or employment allocation, clinical treatment, or generic professional-community design. Return those questions to their direct owners.
