HCD.15:2 - Problem

Human capability is conditional. Later Work can change through a new Method, configuration, tool or AI system, a new critical-error finding, a changed support arrangement, an expired qualification window, or evidence that transfer or retention no longer reaches the intended use. Programme completion freezes none of those conditions.

Two failures follow. One treats recurring activity as sufficient: the person renews credits, attends a community, repeats familiar exercises, or keeps tool access, while the contribution required in later Work is no longer tested. The other repeats the entire original programme after every change, discarding supported contributions and adding avoidable cost and burden.

A continuing arrangement must therefore say what can reopen development, which contributions can answer that change, what will be observed, who can act, and when to stop or return. It is a designed arrangement, not proof that development Work occurred or that capability changed.
