HCD.15:4 - Solution

HCD.15:4.1 - Fix the holder, later Work, and current claim window

Name the human holder, later-Work family, material configurations and conditions, current capability claim, evidence window, continuing-development decision, and consequences that must be protected. State which correct, safe, or useful Work criteria come from target-domain or specialist owners.

Record the current truth posture. A programme design, prior assessment, credential, community record, MethodDescription, or future Work architecture can frame the question. None establishes current capability or an obtaining later-Work occurrence by itself.

If the holder, Work, evidence, configuration, or receiving decision cannot be recovered, return that exact missing value and the observation or owner that can supply it. Do not create a generic continuing-development plan for an unidentified role population and then apply it to a person by label.

HCD.15:4.2 - Recover the smallest affected development question

Use a compatible HCD.14 revision hypothesis or equivalent qualified evidence to identify what can change. Preserve unaffected claims, tasks, feedback, support, provider contributions, accessibility arrangements, and specialist boundaries.

Ask which assumption the new condition defeats. A changed AI configuration may reopen independent challenge while leaving source tracing intact. A failed delayed observation may reopen retention without reopening a demonstrated fresh-task contribution. An unavailable specialist may block one later-Work condition without proving a human deficit.

HCD.14 is one admissible supplier, not a compulsory predecessor. Direct holder- and Work-compatible evidence may open HCD.15. When the available evidence supports only one local revision and no continuing trigger or arrangement question remains, stop at HCD.14.

HCD.15:4.3 - Make triggers decision-bearing

Name the changes or observations that can reopen the affected question. Useful triggers include:

  • a material change in later Work, its Method, configuration, tool, AI behavior, or specialist interface;
  • a critical error, failed unfamiliar transfer, changed delayed performance, or changed support dependence;
  • loss or change of provider, source, supervision, access, fallback, protected time, or permitted support;
  • expiry of a qualification or evidence window that matters to the receiving decision;
  • a source contradiction or target-domain result that changes the relied-on claim; or
  • a newly relevant specialist, safety, clinical, legal, employment, or operating result.

Use an interval only when elapsed time changes evidential reach or the opportunity to contribute in later Work. “Every year” is not a trigger unless the year is tied to a real qualification, source, Work, risk, retention, or access condition. Name both the observation and the decision it can change.

HCD.15:4.4 - Configure the contributions that can answer the question

Select only contributions needed for the affected question. These may include representative practice opportunities, first-attempt capture, information-bearing feedback, coaching, supervision, graduated access, community participation, current sources, provider and specialist contributions, tools and AI conditions, human checking, accessibility support, fallback, and protected time.

For each contribution, state what it supplies, to whom, under which conditions, at what time and load, and what happens if it is absent. A community needs a relevant shared practice, access, facilitation or coordination, and a stated development use; membership and message volume are not development. A provider label or booked hour is not provider capability or operating service.

Keep development opportunities representative enough to expose the affected contribution. Preserve action and justified refusal, critical errors, source and configuration use, and specialist returns where they matter. Do not make the practice task safer by removing the condition the person must learn to notice.

HCD.15:4.5 - Match evidence and reassessment to the receiving use

Specify what will be observed and which inference it may support. Separate the person’s first attempt from feedback-assisted correction; familiar performance from unfamiliar transfer; immediate from delayed performance; normal support from changed or withdrawn support; participation from contribution; and individual evidence from cohort or community reports.

Choose the lightest evidence that can change the current decision. A local practice adjustment may need one fresh discriminating attempt. A safety- or qualification-bearing reliance may need representative cases, critical-error coverage, delayed or perturbed-support observations, qualified criteria, and independent checking.

State the reassessment rule before collecting more data: which observation retains, adapts, narrows, reopens, or stops the arrangement; which rival explanation survives; and what remains unknown. A favourable observation under one configuration does not establish general transfer, long retention, or causal effect.

HCD.15:4.6 - Make ownership, authority, burden, and stops executable

For every contribution and decision, name its owner and actual authorization or missing authority. Distinguish the holder’s participation and consent where applicable from provider allocation, specialist judgement, employment action, release authority, clinical governance, platform access, and programme or learning-product design.

Set cost, workload, protected-time, privacy, accessibility, and service-pressure limits. Include a safe fallback when support or access disappears. Stop or return when the task is unsafe, the target-domain criterion is missing, the provider cannot operate, burden exceeds the agreed limit, the evidence cannot judge the intended contribution, or the practitioner lacks authority for the proposed change.

Avoid continuing assessment merely to maintain a record. If the current evidence is sufficient for the receiving decision and no trigger has fired, preserve the arrangement and return to later Work.

HCD.15:4.7 - Return the arrangement or the exact missing result

Keep the selected arrangement, its authorization, performed development Work, performed later Work, observations, capability inference, and causal-effect claim distinct. Return continuing-arrangement-blocked with the absent value, affected decision, safe boundary, owner, and retry condition when a required input cannot be obtained.
