Continuity and changePreserve supported capability claims and arrangement components while responding to material changes in later Work.
Cadence and evidenceKeep useful opportunities available without letting a calendar become the reason for development.
Participation and capabilityUse practice, feedback, supervision and communities as contributions while requiring direct evidence for relied-on capability claims.
Access and independencePermit tools, AI and specialist support needed in real Work while separately observing contributions that must survive changed or withdrawn support.
Provider service and holder developmentEstablish provider capability, access and operating conditions without treating provider activity as the holder’s development.
Improvement and burdenReassess often enough to protect the later-Work use without imposing unnecessary tests, surveillance, workload, or exclusion.
Action and authorityReturn a usable arrangement while distinguishing proposal, authorization, performed development Work, later Work, evidence, and decision.
