HCD.16:9 - Consequences

The HCD repertoire becomes more explicit and easier to repair. Practitioners can identify which Method use remains warranted, which claim changed, which branch needs direct evidence, and which candidate must stay a candidate. Source or tool changes no longer force a global rebuild.

The cost is disciplined evidence binding. Some decisions finish with a limited current use or unresolved comparison; a selected probe consumes real learner and provider resources. A useful local Method can be retired from one use while remaining available elsewhere. Method Engineering, providers, target-domain owners and evidence owners supply only the separate results needed by the particular HCD use.
