HCD.17:1 - Problem Frame

Use this when a bounded provider, learner, practitioner, or mixed Human Capability Development population intends to continue or change one observable way in which HCD practice is generated, transmitted, enacted by receivers, recognized, selected, remembered, retained, or lost.

Begin with the HCD Discipline or a smaller named practice, the population, place and period, a truthful admitted-Method or candidate/observed-practice branch, and one testable cultural claim. The first useful result is a supported current enacted-culture or candidate/practice account and a bounded continue, revise, branch, replace, stop, or unknown decision. Keep the evidence limits, uncertainty, and alternatives that change that use. A new intervention, second hypothesis, or later observation is not required merely to complete the account.

Providers and practitioners can continue a sufficiently supported practice or select a useful change to one transmission, receiving-use, recognition, selection, memory, retention, generation, or loss relation. Neither decision turns a carrier or label into field-wide adoption, permanent culture, or improved human capability.

Do not use HCD.17 for one person’s capability, one Method introduction, a learning product’s curriculum or carrier choice, generic cultural-evolution modeling, Method-Engineering culture, organization-holder working culture or change, or a publication and standard history alone. Return those questions to HCD.11–HCD.16, C.36, ME.17, OCE, the Learning Product owner, or the direct publication and institutional owner.
