HCD.17:2 - Problem

Human Capability Development is carried through teaching and practice Work, providers, peers, assignments, feedback, assessments, communities, descriptions, tools, repositories, and remembered cases. Those visible subjects make it tempting to say that a school, syllabus, standard, platform, rollout, value statement, or published edition “is the culture.”

The label hides the relation. A document may have been generated and published without being received. A practice may be taught without being selected, recognized, or retained. A mandatory field may be completed without actual development Work. A community may be active without changing the human contribution later relied on.

Deliberate change then becomes ceremonial: publish a new carrier, run an event, or announce adoption and infer that culture and capability changed. The opposite error is to require another experiment after the current bounded continuation is already warranted. HCD.17 separates the cultural claim, population, authority, available evidence, and human-development consequence; it selects a new comparison or intervention for what it can contribute to the receiving use.
