HCD.26:4.3 - Select the smallest feasible regulation move
Choose a change that addresses the actual difference. The following examples show distinct remedies:

A cue should identify the relevant work and an intelligible next move. “Before choosing resistance, which observation distinguishes it from the other account?” is useful only if the group has the criterion or access to someone who can supply it. If it does not, repeating the cue turns an unavailable contribution into apparent non-compliance.
Count the intervention inside the actual window. A two-minute pause can be affordable early and impossible just before a hard stop. Retain the target action when reducing other work. If a protected action cannot fit, return the limitation or arrange another window through HCD.27; do not claim that the plan was completed because everyone stayed busy.
