HCD.2:4.5 - Return the Programme-Comparison Account

Return one account containing:

Result positionRequired content
comparison boundaryHolder, later Work, supplied development stake, decision owner, candidates, horizon, conditions, participation, evidence window, and direct outside owners.
candidate descriptionsThe comparable positions in §4.3 for every actual candidate, including any one candidate that remains feasible.
comparison claimsSupported relative contribution, burden, dependence, uncertainty, displacement, and option claims; any dominance relation is explicitly bounded.
access allocationsIntended human, reference, AI, specialist, provider, environment, permission, and timing contributions, with actual availability distinguished from assumption.
evidence and gapsSources and observations supporting each claim, missing values, unsupported stronger claims, and the conclusion each gap blocks.
dispositioncomparable candidates, one feasible candidate with comparison gap, current candidate set infeasible, personal comparison blocked with the exact missing input and its receiving owner, or learning-product design return for an unknown audience. These are readable HCD.2 dispositions, not a final programme choice.
continuationThe smallest comparable fragment, provider result, personal observation, budget change, target decision, or other condition that permits the next comparison or choice.

When a final choice is requested, pass this account to the authorized decision owner and the applicable decision Method. Preserve the option set, preferences, belief state, outcome model, protected conditions, probe worth, and authority required there. Do not turn the HCD.2 comparison into authorization, commitment, launch, or proof of effect.
