HCD.8:3 - Forces

  • Obtaining an existing qualified provider can be fast, while fit, availability, independence, access, and continuity still need evidence.
  • Developing a provider can preserve local knowledge and future capacity, while it consumes time and may miss the present programme window.
  • Building an environment can make representative practice possible, while safety, data, configuration, reset, maintenance, and authorization remain direct-owner results.
  • Standard preparation makes provider work more comparable, while a script can conceal whether the provider can handle a changed case or dispute.
  • A recursive dependency view can expose the real bottleneck, while following every imaginable dependency creates delay and false structure.
  • One observed operating test gives stronger evidence than a design, while its claim remains bounded to the tested task, providers, conditions, load, and horizon.
  • Supported provider performance may be legitimate in the intended service, while it does not establish unsupported or retained provider performance.
  • HCD can coordinate a missing development contribution, while domain, employment, safety, legal, privacy, platform, organization, and operations owners retain their own decisions.
