IS.8 - Develop Recipients’ Ability to Facilitate Further Practice Changes
Type: Method pattern Status: Stable
IS.8:1 - Problem frame
Use this Method when people or organizations receiving implementation help are expected to recognize and conduct a subsequent change, rather than only maintain the current practice or obtain another expert’s answer. Its working object is their performance of implementation facilitation: recovering a consequential difficulty, involving the relevant parties, selecting and obtaining an appropriate response, using observations and adapting what happens next.
The first useful result is one specified facilitation contribution that the intended holder can perform under the promised conditions. Begin with actual work, not a universal competency course. If continuing specialist provision already meets the wanted result and local acquisition is not wanted, use IS.5 directly.
IS.8:2 - Problem
A successful jointly delivered change can conceal dependence on the expert who recognized the difficulty, asked the decisive question or obtained the missing authority. Transferring slides or ending a contract does not transfer those operations. Yet attempting to make every recipient master every specialty wastes scarce practice time and can remove useful expert provision.
IS.8:3 - Forces
| Force | Practical consequence |
|---|---|
| Current service and developmental work | A learning attempt needs protection without pretending that protected performance is ordinary provision. |
| Local ownership and specialist contribution | Recipients can own a change while retaining expert work they do not need to learn. |
| Observable performance and self-report | Confidence can guide discussion; the claimed ability needs the intended holder’s relevant contribution. |
| Immediate success and next challenge | Repeating an already solved case can hide inability to recognize a different difficulty. |
IS.8:4 - Solution
IS.8:4.1 - Specify the subsequent facilitation work and its holder
Identify who is to do what next: a named person, a team with distributed contributions or an organization that must keep the work obtainable. Select a consequential later episode and the support conditions that should remain. The wanted result may be local recognition and referral, a full facilitation undertaking, or the ability to obtain and combine specialists. These are different promises.
Use HCD.1 for human capability demand and HCD.3 when its present limitation is uncertain. Use OCE.9 for an organization-capability increment; a set of capable people does not alone establish a continuing organizational result. Recover current capability and reuse it. Retained expert judgement, AI assistance or tools belong in the declared conditions rather than being hidden from the capability claim.
IS.8:4.2 - Expose the facilitation decisions within joint work
Choose the operations whose acquisition changes the next result. IS.6 supplies the substantive work of making excluded knowledge affect a practice; IS.7 supplies action on the practice–participants–context interaction. A.3.1.MI supplies interpretation of introduction and later use. A learning arrangement needs an adequate account of the facilitation operations it is to teach and a way to supply their professional prerequisites.
During a suitable joint episode, make the consequential decision inspectable. Ask the experienced performer to explain the observed difference, alternative interpretation, chosen action and stopping condition at the moment the recipient can use them. Then let the recipient take a bounded part: for example, reconstruct the lost referral, identify the owner of an external constraint, propose a protected way to obtain a missing account, or explain why a failed result does not yet warrant changing the target. An observer’s comprehension of the explanation is useful preparation, not demonstrated performance of that operation.
IS.8:4.3 - Arrange practice, feedback and real receiving conditions
For a person’s acquisition, use HCD.9 for deliberate practice with feedback and the appropriate programme/provider Methods when a programme is actually needed. Make the learning attempt and its receiving-work criteria available to the person giving feedback. Feedback should change a particular operation: an omitted participant, an unexplained adaptation, an infeasible demand or a conclusion that exceeds the observation. Merely telling the learner to become more collaborative does not supply that correction.
Use OCE.18 where an organizational transition must provide protected practice time and real receiving work; use OCE.11 for coexistence with current service. Agree who supplies fallback or takes over when an attempt exceeds its allowed risk. Keep what the recipient performed distinct from rescue supplied by the mentor. Do not withdraw needed assistance merely to create an examination.
Several people can develop complementary operations. A local practitioner may lead episode inquiry while another obtains authorization and an external specialist qualifies a technical adaptation. Test their actual receiving connections as well as each person’s contribution. A coordination title cannot fill a missing operation.
IS.8:4.4 - Examine a different case before changing the promise
Use HCD.12 when the claim concerns the same person’s transfer to unfamiliar work. Choose a difference that can defeat the claimed facilitation: another affected group, a newly external condition, a different target mechanism or a conflict between delivered activity and outcome. Do not require novelty for its own sake; use existing adequate performance evidence when it already answers the promised scope.
For an organization-capability claim, obtain or reuse OCE.9:4.4–4.7’s result for integrated and later receiving work. Keep the intended configuration, participants or qualified substitutions, retained support, failure and exception paths, observed limits and accepted service consequences in that result. Reuse adequate observations; exercise a changed connection only when its consequence remains unresolved. Individual HCD results supply the personal contributions within that arrangement. The organizational claim depends on how those contributions and their provision work together.
Let the recipient recognize the issue, choose what to do, obtain the needed contribution and interpret the result under the intended support conditions. If a mentor silently supplies the decisive diagnosis, report the joint performance and the remaining learning need. If the recipient correctly recognizes that a specialist is needed and obtains a usable answer, that can satisfy an explicitly bounded coordinating capability. It does not establish the specialist capability itself.
Change the assistance on those grounds. It may become conditional, move to a different contribution or continue unchanged. Keep a known exception route and an actual receiving provider. Ending a contract and acquiring a capability are independent facts.
IS.8:4.5 - Make further development possible in ordinary practice
After a sufficient result, examine with the intended holder what it now makes possible and which difficulty remains or has become newly attainable. Let that holder participate in recognizing and formulating the next worthwhile problem. FPF C.40.NP supplies the continuation to a more demanding attainable problem; HCD.15 supplies continuing human development. If the problem concerns the facilitating Method itself, FPF C.39 and the subject practice develop that Method rather than prescribe more of the old exercise.
Maintain the conditions that make such work possible: access to needed evidence, available specialist returns and legitimate occasions to improve practice. CB.7 can develop the next community organizer when that is the actual holder and practice; CB.14 can maintain a jointly developed repertoire. Neither community membership nor a knowledge base is a substitute for the receiver’s performance.
The result may be bounded local capability with continuing specialist provision, a wider facilitation capability, or an explicitly unfinished development question. Preserve useful current service while revising any unsupported capability promise.
IS.8:5 - Archetypal Grounding
IS.8:5.1 - From a jointly solved case to a locally led change
In a constructed case, an external facilitator and a service team have repaired a referral process. During that work, the expert noticed that incomplete requests arose from a field that could be completed only by the receiving agency. The team supplied local examples but did not make that diagnosis. A report that the team now leads implementation would therefore be premature.
The agreed next capability is narrower: the local lead should reconstruct a failed receiving episode, identify the missing contribution and obtain its owner’s response. The mentor demonstrates the earlier reasoning, then observes a bounded new case involving an eligibility clarification. HCD.9’s feedback identifies where the local lead first treated an external rule as an employee’s knowledge gap. The lead revises the inquiry and obtains an interpretable answer from the rule owner. A later unfamiliar case tests whether that recognition is available without the mentor’s prompt.
If the local lead performs that operation but still needs a specialist to judge a proposed target adaptation, the result is local facilitation with that declared specialist return. The service can retain it. Neither the specialist’s continued presence nor the completion of the original referral repair settles the broader capability question.
IS.8:5.2 - Useful AI assistance and the holder’s own contribution
A facilitator uses an authorized AI service to compare de-identified episode descriptions. It proposes three possible explanations. If the human must learn to judge those alternatives, the practice must expose that judgement and its consequences; submitting the AI’s answer does not demonstrate it. If the agreed result is reliable AI-assisted facilitation, evaluate that combined arrangement under its actual access, competence and protection conditions. A model change or unavailable service reopens the relied-on condition. Human learning evidence does not establish how an AI itself acquires a new capability.
IS.8:6 - Bias-Annotation
An expert may overestimate learning because recipients repeat its vocabulary. Recipients may understate dependence to secure local ownership, or overstate dependence to avoid an unsafe obligation. Recover the actual operation and conditions before interpreting either account. The mentor’s commercial interest in continuing or ending the service is not capability evidence.
IS.8:7 - Conformance Checklist
- The intended holder, subsequent work and retained assistance define the capability claim.
- Complete facilitation Methods and relevant subject prerequisites are available before their use is taught.
- The recipient performs consequential operations with useful feedback and legitimate receiving conditions.
- Evidence distinguishes the recipient’s operation, coordination, specialist supply and hidden rescue.
- Assistance changes on that basis, and a subsequent worthwhile problem can be recognized without treating every success as mandatory further change.
IS.8:8 - Common Anti-Patterns and How to Avoid Them
| Misuse | Repair |
|---|---|
| Count transferred materials or self-confidence as implementation capability. | Obtain or reuse evidence of the named holder’s relevant operation under the intended conditions. |
| Teach facilitation without a developed subject Method. | Supply IS.6/7 or the exact missing professional contribution before designing its learning. |
| Equate local ownership with doing every specialty unaided. | State which operations the holder performs and which qualified contributions it obtains. |
| End external help to prove independence. | First qualify the promised performance and arrange any remaining dependency through IS.5. |
IS.8:9 - Consequences
The recipients can acquire a specified part of the work needed for later change, with remaining dependence visible. Practice and feedback consume time and may initially reduce throughput. A sufficient supplied service can therefore remain the better choice for an undertaking that does not promise acquisition.
IS.8:10 - Architectural Rationale
HCD supplies human development and OCE supplies organizational capability. Their complete Methods need a definite subject to teach or realize. This Method supplies that subject-level line of work and its receiving transitions: an experienced facilitation decision becomes inspectable, a recipient performs it, an unfamiliar case tests the intended scope, and changed help preserves continuing work.
IS.8:11 - SoTA-Echoing
Albers, Metz and Burke (2020) place recipients’ implementation capacity within the helping practice. The ISP Practice Guide connects that aim with work alongside recipients. These motivate the subject contribution here; HCD/OCE provide the actual development and realization Methods. Continued qualified provision under IS.5 remains an alternative when capability acquisition is not the wanted result.
The Implementation Support Competencies Assessment study (2024) develops a self-report measurement instrument. Such results can inform reflection and development needs; they do not replace performance evidence for this particular holder or establish service outcomes. The working-alliance study (2025) adds a situated account of facilitator–recipient relations. It is not a universal causal validation of this learning sequence. Reopen when observation identifies a missing facilitation operation, the support conditions change, or better subject-development evidence changes the proposed practice.
IS.8:12 - Relations
IS.5 distinguishes continued provision from acquired capability and supplies the actual transfer or end. IS.6/7 provide the subject Methods whose operations are developed here. HCD.1/3/9/12/15, OCE.9/11/18 and C.40.NP supply the exact contributions named in Solution. CB.7/14 apply only when community organizing or a shared repertoire is needed. E.23.CDI keeps capability development tied to the same intended holder and receiving work.
