MKT.14:4.5 - Compare the complete programme and obtain its resources

Compare alternatives against the same useful results and period. Include research, qualification, common preparation, adaptation, team learning, contacts, coordination, provision, support, exceptions, updates and closure where required. Reuse may lower one component while increasing another. Compare a shared programme with the complete individual alternative, not with an individual alternative that omits its receiving work.

Check the contributors’ actual available capacity and the timing of simultaneous work. Use OCE.11 to preserve continuing service while preparing or changing the programme. A total within the available hours does not establish compatible calendars, capability, access or cash. Use STR.8 for the sustaining contribution and MA.8 for dated economic flows, shared resources and obligations.

Select the smallest complete supported programme. If demand exceeds available capacity, reduce the agreed scope, sequence the work differently, obtain a missing contribution or change the included opportunities. Preserve the useful result and communicate the revised promise. Cheaper message production does not resolve an unavailable specialist or an impossible service.

Obtain the actual resource and contributor decisions within the decision makers’ authority. A calculated proposal remains a proposal until those conditions hold. Return precisely which part can start and which part depends on an unresolved contribution.
