OCE.14:4 - Solution

Recover the current relation and the challenged premise; distinguish revision from direct correction; generate and compare bounded alternatives; make the authorized disposition effective; and return unrealized work and future observations.

Recognition is light: one consequential result can justify examining a relation. Assurance is specific to the disposition. A proposal needs a recoverable problem and alternatives. An authorized decision needs its actual mandate and applicable decision rule. An obtaining assignment or enabling relation needs the acts and conditions that make it effective. Realized capability and causal effect require their own evidence.

OCE.14:4.1 - Recover what can be revised now

Name the relation or condition, its participants, the contribution it supports and the evidence of its current state. Separate an obtaining arrangement from a selected but unrealized design. If only a proposal is being changed, the result remains a revised proposal until a proper owner decides and the applicable conditions take effect.

Recover the present problem, relevant observations and limits, accepted commitments, affected parties and hard constraints. Ask which current premise is defeated or uncertain. “Performance is down” is too broad if the actual issue is one support interval that now overlaps a service obligation.

Identify the owner and scope of the contemplated decision, including its effective period. A manager’s assignment authority, a provider’s commitment, a safety acceptance and a member body’s ballot decision can be separate. An old approval may not cover a new holder, a different configuration or a later term.

Keep the governing evidence close to the claim. If current evidence does not establish whether the relation obtains, obtain the missing result through OCE.2/OCE.6 or its direct owner. Do not redesign a relation that is only imagined to obtain.

OCE.14:4.2 - Choose the smallest revision subject that answers the problem

Decide what kind of result is actually missing.

Smallest does not mean cosmetic. Change enough of the arrangement to answer the defeated premise, while keeping useful unaffected contributions visible. If no local revision can meet the intended contribution and constraints, return the larger question explicitly.

A missing observation may justify a bounded inquiry instead of a redesign. A qualified risk may justify an authorized protective action before all explanations are settled. Preserve which of these is the current reason.

OCE.14:4.3 - Form materially different bounded alternatives

Keep the current arrangement visible with its observed benefits, costs and limits. If a binding condition excludes its continued use, retain it as a reference, not as an admissible continuation option.

Try different ways of answering the problem:

  • repair a failing contribution or enabling condition while keeping the successful arrangement;
  • change holder assignment, authority distribution, support, work interval or provider boundary;
  • isolate or stop the affected contribution while preserving other work;
  • reverse to a specifically recoverable earlier arrangement;
  • conduct a bounded observation or probe when it can distinguish alternatives that would change the decision.

Complete each serious alternative around the result, affected relations, people, support, authority, protection and transition it actually needs. “Add training” or “use a provider” is still a fragment until those dependencies and contributions are supplied.

Use OCE.3–OCE.8 when a concept, contribution architecture, continuing position, assignment, paired architecture or whole work arrangement must be designed or compared. Bring back that result; do not replace it with a revision label. A product-side change still needs its product or service owner.

Test reversal against the present world. Are the former holder, access, evidence, provider support and recovery conditions still available and permitted? An earlier chart does not restore them. Keep a qualified alternative with its real cost, or return the precise recovery gap.

OCE.14:4.4 - Compare complete options under one current basis

Compare the alternatives against the same intended contribution, decision window and current constraints. For each, expose what is retained or surrendered, who bears the loss, effects on continuing service and other commitments, transition work, recovery conditions and uncertainty.

Carry non-negotiable conditions separately from trade-offs. An organization owner cannot waive clinical, safety, legal, labor, privacy or financial conditions merely because the organization alternative looks attractive. Obtain the exact applicable result from the qualified owner.

Use C.11 after the options, chooser and comparison basis are defined. The result may be a choice, rejection of the set, further probe or reroute. A probe also needs its own permission, exposure and recovery conditions; choosing to investigate does not authorize arbitrary live work.

Request stronger evidence only where its possible result can change the choice or its permitted scope. For example, an actual double allocation can justify a scheduling repair without proving the overall causal effect of the organization design. If the choice depends on that effect, obtain the appropriate causal and domain evaluation result.

Make accepted losses explicit. A repair that protects service by reducing new change work can be preferable, but the surrendered change contribution remains a real consequence. Do not hide it in an overall success label.

If no currently admissible alternative answers the question, return that result and the smallest missing decision or condition. Do not silently select an incomplete option to keep the programme moving.

OCE.14:4.5 - Make the authorized disposition effective

The proper owner performs or obtains the acts required by the actual organization rule and records their result. These may establish, change, retain, revoke or time-limit a decision, assignment, permission or commitment. State the subject, scope, effective time or condition, accepted losses and remaining approvals.

Do not assume one universal authorization ceremony. A member association may need a ballot and a current office holder; an employer may require assignment acceptance and a published allocation; a provider relation may require its own agreement and provision. Apply the rule that governs the actual relation.

A decision can be issued while its operational conditions remain ineffective. Keep those facts separate. Use OCE.6 when the revision changes an assignment or enabling relation. A decision to provide access is not the provision of access, and a revised work allocation is not evidence that the contribution has succeeded.

When authority is missing, return the bounded proposal, alternatives and exact request to the proper owner. Stop the action that depends on that authority. Other unaffected work may continue only under its own existing conditions.

Use the organization’s normal record when it preserves the result. The Method requires a recoverable disposition and its limits, not a new universal revision form or central register.

OCE.14:4.6 - Return the work and the observation that can reopen it

Give the receiving participants the effective result and the remaining work:

  • OCE.9 receives the contribution still to be realized and its acceptance or failure conditions.
  • OCE.10 and OCE.12 receive the actual participation, explanation, challenge, leadership or learning-support need.
  • OCE.11 receives the permitted overlap, continuing-service protection, recovery and hand-back conditions.
  • OCE.16 receives a consequential dependency only if another separately managed change actually uses the altered condition.
  • OCE.13 receives the next observation that could change the disposition, including transferred burden or an anticipated effect that fails to appear.

These are conditional returns, not a required circuit through every pattern. A direct owner may already hold a sufficient result.

Retain the reason for the revision, the rejected alternatives and the losses needed for a later decision. Reopen the affected relation when its authority expires, a relied-on condition changes, a protection or service result fails, or observation defeats the intended contribution. Keep unrelated results usable.

What changes in practice is the scope of action: the organization can retain a demonstrated contribution, repair a particular relation and expose the cost and unfinished realization, rather than treating a new diagram as a completed change.
