OCE.16:5 - Archetypal Grounding – PumpWorks Support Retirement
PumpWorks already has an OCE.8 hybrid-trace probe recommendation, not a selected or enacted arrangement. Its trial DecisionSubject and trial authority are missing; provider repository access is decided but not effective; protection, recovery, burden, and specialist-safety results remain unresolved. Safety evidence acceptance and the release decision have separate authorities. Engineer-E27’s integration assignment and rig access are also distinct from provider access.
Now suppose a separately managed repository-consolidation change proposes to retire the existing Electrical evidence-return contribution when migration is declared complete. The hybrid-trace change may still need that contribution when Engineer-E27 handles a challenged package after the nominal migration date.
Apply OCE.16:
- Bind. Keep the hybrid-trace arrangement change and repository-consolidation change separate. Record their candidate/proposal statuses, owners, scopes, next decisions, and migration, probe, integration, Safety-acceptance, and release windows.
- Find one dependency. Ask whether retiring the existing evidence-return contribution at migration completion can remove evidence needed for E27’s challenged-package integration action before Safety acceptance and release decision.
- Qualify. Treat “challenged packages can occur after migration” as an expected consequence until release history, migration scope, package provenance, current repository relation, participant accounts, and timing evidence support it. Keep decided-but-ineffective provider access, E27 assignment/rig access, Safety acceptance, release authority, protection, and recovery as separate claims. If the evidence shows that challenged packages cannot cross that boundary, return an absent dependency and exit.
- Route. If the candidate accounts’ co-use result depends on first-then order, evidence return, access, authority, or support, ME.6 compares retirement at migration completion, bounded retention, qualified replacement, and the incumbent. The authorized decision owner chooses, applying C.11 when a precise choice result is needed. OCE.4 specifies any changed evidence-return contribution; OCE.6 establishes assignment, access, permission, authority, or provision relations; OCE.8 retains the arrangement/probe reroute and protected-condition duties. OCE.16 makes none of those selections.
- Return. Tell repository consolidation whether migration completion can also retire the contribution, what governed retention/replacement condition applies, and what observation reopens it. Tell the hybrid-trace change which evidence-return and access conditions it may rely on, which are still missing, and what stops its probe. Preserve the separate Safety and release decisions.
If ME.6 returns bounded retention until challenged packages and acceptance obligations end, use that relation arrangement under the actual decision owner’s authority. If direct owners instead establish a qualified replacement, return that result. If no lawful provider access, protection, recovery, or authority result exists, return the exact absence to both changes.
A continuing-service question takes the direct service and OPS route. Use OCE.11 for change/service coexistence and obtain the actual coexistence and service results before relying on them. Nominal completion of either change does not prove that the other’s premise has survived.
OCE.16:5.1 - Unlike Transfer – Distributed Standards Association
A distributed standards association changes its credential issuer while also changing elected committee-holder assignments. The issuer proposal expects authorization from the incoming elected chair; the election proposal assumes voters receive new credentials before the ballot that establishes that chair. Independent member organizations, bylaw authority, current term expiries, and credential and ballot obligations remain distinct.
OCE.16 binds the two proposal accounts and asks one consequential question: does the ballot action lawfully depend on credentials from the new issuer during a window in which that issuer itself lacks authorization? Participant accounts can expose the cycle, but the supplied bylaws, current authority relations, credential evidence, ballot rule, and term windows qualify it.
Use ME.6 if the proposal Methods or candidate accounts require a different order or support/authority arrangement; use OCE.4 and OCE.6 for credential contribution and enabling relations; use the actual Governance result for bylaw authority. A direct result may retain the current issuer, establish a lawfully authorized interim contribution, change order, or stop with a missing interim-authority result. OCE.16 selects none of them and cannot extend an expired term.
Return the governed credential condition to the election change and the governed authorization/order condition to the issuer change. When an already authorized independent secretariat can continue narrowly, its decision owner may retain that contribution through the named credential and ballot obligations and move cutover afterwards. When no such permission exists, return the exact missing authority and affected continuations to both changes. No universal executive, PumpWorks staffing authority, or one-firm portfolio structure transfers to this case.
