OCE.16:4 - Solution
For one proposed organizational alteration, identify one plausible consumer in another change and qualify their exact dependency before invoking any substantive comparison. Use a Method that supplies the required result under the question’s conditions, and return that result to every affected change.
Recognition is cheap: one named alteration and one plausible consumer action are enough to inspect. Assurance is use-specific: recover the changes and subjects, current statuses, altered condition, receiving action or decision, interaction window, participant accounts, direct evidence, governing Method and result owner. OCE.16 cannot assure a result the direct route has not produced.
OCE.16:4.1 - Five-Move Pattern-Use Unfolding
- Bind the separately managed changes. Name each actual or proposed change, its subject, intended result, current status, scope, owner, next decision, and relevant window. Do not begin from a programme row or assume that two descriptions name one Work.
- Find one consequential dependency. For one organizational condition a change would alter, ask: which other change uses this condition, for which exact participant action or decision, and during which window? Stop if there is no plausible consequential consumer. Do not inventory or pairwise-scan every initiative.
- Qualify the claim with participants and available results. Recover the participant account and distinguish observed fact, current relation, expected consequence, proposal, interpretation, and decision. Use what is already known to examine the named condition, consumer action, timing, effectivity and alternatives. Seek a further observation or outside result only when its attainable contribution can change the next action, change which conclusion is supported or make the proposed use admissible, and that gain warrants its full burden; use
C.11.DUAandA.15.9for that question. Return a supported or absent dependency, a compatible difference, an unresolved claim, or a missing fact or owner result with its effect on the proposed continuation. - Use the Method for the required result. Choose the applicable Method and result owner using the question in the table in section 4.2. Give it the smallest sufficient question and evidence. Use the comparison, selection, compatibility judgment, acceptance, or authorization returned by that Method and its actual owners.
- Return governed results to every affected change. For each change, state the direct result it can use, the condition it must preserve, revise, obtain, or stop assuming, the owner and validity window, and the observation that reopens the question. Leave unaffected Work on its current basis. If the direct result is missing, return that exact absence and its consequence rather than filling it by coordination language.
OCE.16:4.2 - Choose the Method for the Required Result
| Qualified question | Direct route and OCE.16 boundary |
|---|---|
| Can admitted Methods or candidate Method accounts be co-used under materially different Work order, allocation, subject/support, provider-access, authority, evidence, burden, description, or cultural relations? | Use ME.6. It can return a relation-only arrangement while every Method remains unchanged and no composite Method is proposed. OCE.16 supplies the missed cross-change input and later per-change return only. |
| Which prospective organization synthesis preserves the relevant subjects and several structures with tolerable conflict and moved burden? | Use C.32.MWA for the prospective organization synthesis; return its result to the affected changes. |
| What contribution, crossing, position, assignment, permission, authority, access, provision, or enabling relation should be specified or established? | Use OCE.4, OCE.5, OCE.6, or the direct provider, governance, administration, or specialist result. OCE.16 preserves each truth status and authority. |
| How should product or service architecture and organization architecture be coordinated? | Use OCE.7. OCE.16 only reveals a relied-on condition altered by another change. |
| Which whole human, AI, robotic, provider, platform, or hybrid arrangement should obtain a bounded result? | Use OCE.8 to complete and compare arrangements, preserving the distinction between a probe recommendation and an authorized choice. |
| Which organization-change Method or candidate account is available for a named use? | Use OCE.15 and the applicable Method Engineering results for the repertoire, admission, or refresh question. |
| What does current operating Work require, admit, continue, interrupt, prioritize, or return? | Use the applicable current OPS.1-OPS.7 and A.15 results; obtain any missing operating or capacity decision from its direct owner. |
| What authority, safety, legal, financial, security, labor, clinical, service, or capability predicate is required? | Use the named domain owner. A referral is not the result; OCE.16 returns the exact missing predicate when it is unavailable. |
A direct route can need several suppliers. Name each requested result, its owner, and its authority and evidence conditions, then return those results to the affected changes.
OCE.16:4.3 - Record the Result
| Result position | Required content |
|---|---|
| changes and subjects | Independently identified changes, affected subjects, statuses, scopes, owners, intended results, next decisions, and windows. |
| alteration and consumer | The exact organizational condition one change would alter and the other change’s consequential action or decision that may use it. |
| claim qualification | Participant accounts; observed facts; current relation/effectivity evidence; expected consequences; proposals; interpretations; decisions; uncertainty and missing facts. |
| direct route | Applicable Method, bounded question, required inputs, result owner and authority, and any unavailable result. |
| direct result | The governed comparison, relation, authority, operating, specialist, stop, or missing-result return. Do not relabel it as an OCE.16 decision. |
| per-change return | For every affected change: usable result, preserved or revised condition, next action or stop, validity window, and reopen observation. |
| continuation and exit | Any further work selected for this question, what unaffected Work remains unchanged, and whether the Method exits without further coordination. |
A short note in an existing change account can carry the result. Retain only what the affected changes need to act on the dependency.
OCE.16:4.4 - What Changes in Practice
Practitioners stop asking whether whole initiatives “conflict” and stop waiting for a central programme view to decide. They test one alteration against one consequential consumer action, distinguish participant interpretation from current relation evidence, reach the Method that owns the substantive result, and give that result back to every affected change.
