OPS.20:4 - Solution
Bound one Operations practice and practitioner population, preserve the practice input’s status, and state the cultural claim supported by the available basis. Keep the world-side claim apart from its episteme, evidence and operating consequences. Decide what can continue or must change within the actual scope, authority and protected service conditions. Compare credible action-changing explanations, and select a new observation or intervention only when its attainable contribution warrants the whole burden, delay and displaced work, including inquiry design. A supported current account need not become an experimental assignment.
OPS.20:4.1 - Bound the practice, population, and status branch
Name the current Operations Management Discipline result when it is available. Otherwise name the smaller practice and population under C.36 and keep the Discipline claim unresolved. State the operating System or service, place, period, qualification window, and the people or other actual participants meant by transmitting, receiving, recognizing, selecting, remembering, retaining, generating, or losing.
Then preserve the input status:

An OPS.16 return may supply either row exactly. An OPS.17 repertoire may supply current alternatives and lineage claims. An OPS.19 result may supply a candidate variation or consequence when its cross-scale decision matters. None supplies the cultural claim by adjacency.
OPS.20:4.2 - Select one value and one testable cultural predicate
Choose the relation that can change the current decision. State the value, participant meanings, participants, applicability condition, positive test, and discriminating negative or failed case before naming the relation as obtaining.

Use the lightest truthful claim. Apply A.6.RCD only when a reusable or local compound predicate is needed; open A.6.REL occurrence identity only when a later use must distinguish relation occurrences. Other cultural claims remain explicit gaps unless independently tested.
OPS.20:4.3 - Separate the practice, carriers, Work, claims, and consequences
Keep each actual subject and claim visible:

For the primary predicate, record the world-side claim, the separate episteme that states it, evidence and reliance, and observations at named intervals. Preserve unknown and missing information. A later observation neither creates the earlier occurrence nor proves that the intervention caused the change.
OPS.20:4.4 - Identify only the participating subjects that change the decision
Name the carriers, Systems, Work occurrences, decision rules, forums, assignments, permissions, authority relations, support arrangements, and selected structures that the hypotheses or intervention actually use. State which participant can act through each and which condition it changes.
Do not bundle a card, board, handover, coach, rule, repository, and practice into one cultural mechanism. A carrier can improve access, a forum can supply recognition Work, an assignment can locate responsibility, and an authority predicate can permit a change; their effects and evidence differ.
Use A.22 only when one selected organization of identified constituents and obtaining relations changes the decision. Use C.30 only for a current architecture question. A compact plain account is enough when the intervention depends on one carrier or one Work occurrence.
OPS.20:4.5 - Keep action-changing explanations and select useful inquiry
Retain credible non-equivalent explanations whose different consequences could change the continuation or warranted claim. Do not invent another explanation to fill a fixed count. Common rivals include:
- the carrier and visible rule are sufficient for independent use;
- case replay, coaching, local authority, or a forum is needed for unfamiliar cases;
- practitioners cannot recognize applicability even though they can recover the content;
- required support or permission is absent;
- the Method no longer fits the changed operating condition.
For a needed comparison, state the consequences that differ and what an attainable observation could settle. Use sufficient current observations when they answer the receiving question. Select a new contrast only if its contribution warrants its whole cost, delay, practitioner burden and displaced service, including the effort of designing it; use C.11.DUA when that demand needs appraisal. Use B.5 and B.5.2 for a needed durable hypothesis account, C.27 for temporal adequacy, A.3.3 for a state-space and transition-law claim, and C.28 for causal reliance.
If the observations cannot distinguish the explanations, retain unknown for that explanatory question. An independently supported current continuation or local response can finish while the explanation remains unresolved. An unavailable contrast withholds only its dependent claim; it creates no study commitment or omission record.
OPS.20:4.6 - Compare alternatives and bound the intended action
Compare the alternatives that remain serious for the named population:
- retain the current carrier and selection arrangement;
- change one carrier, handover, forum, rule, or selection arrangement;
- branch the arrangement for a population, setting, case, or condition;
- replace the current means;
- stop or revert the intervention;
- preserve a relevant
unknown, selecting a discriminating observation only when it is useful and obtainable.
For the intended continuation or change where authorization is required, name the decision-making Agent and its assignment, permission, or authority predicate, participants, scope, positive basis, and protected conditions. A factual account creates no intervention to authorize. A selected change also states reversible exposure and its intended operating consequence. Expertise, sponsorship, attendance, tool ownership, assignment, permission, and authority are not interchangeable.
Keep service stops, safety, recovery, privacy, consent, security, release authority, employment conditions, and professional judgments with their current owners. A missing authority or protection returns an exact stop or narrower branch; it does not justify a broader rollout.
OPS.20:4.7 - Keep a selected change and its observed results distinct
When the task includes performing a selected change, use the direct Method under its actual authority and protections. Keep the following claims separate, using only those made by the result. A recommendation can finish as a warranted proposal; a claimed performed test or later cultural result cannot finish without its actual Work and observations.

An intervention can be performed without changing the intended subject. A changed subject can be followed by no change in the cultural predicate. A positive cultural observation can coexist with a poor operating consequence. Admit and decide each claim through its direct owner.
OPS.20:4.8 - Return a bounded continuation decision
Return continue, revise, branch, replace, stop, a retained set, or unknown. Bind the result to the exact practice status, value, predicate, participants, setting, period, qualification window and evidence. Include the authority and protected conditions the intended action requires; an intervention is not a universal completion condition.
Include:
- the available positive, negative, inapplicable, unknown, or missing-information observations, including later observations when a later claim is made;
- the retained serious alternatives and explanation still live;
- separate service, reliability, flow, toil, adoption, or human-condition consequences;
- population, authority, time, transfer, and causal limits;
- a material reopen condition and, only for a selected useful attainable inquiry, its next observation.
Return a changed admitted-Method or lineage claim to OPS.16 or ME.15 only when that exact maintained claim is contradicted. Return repertoire implications to OPS.17. Return candidate or source material to its candidate account or source claim. Population spread alone changes none of those objects.
OPS.20:4.9 - Keep the first account small
A compact account states the bounded practice and population, honest subject status, one cultural claim with its evidence, positive and failed cases, and the continuation the current basis supports. Keep the relevant uncertainty, limits, operating consequences and grounds a later recipient needs in that same result. Add credible action-changing explanations, intervention details or later observations only when the actual claim or selected work needs them. An unselected experiment creates no empty field or separate no-experiment explanation. The account is a writing aid, not a cultural object or proof.
What changes in practice: an Operations lead can retain a supported bounded practice, repair a particular gap, or stop an unsupported branch without counting publication, attendance, fields or tool use as adoption. A selected worthwhile test still distinguishes its actual Work and results from unknown transmission, selection, retention or causality.
