OPS.21:9 - Consequences

The team can choose what improvement matters, explain why its comparison is useful and return an exposed gap to a real decision. A supplied good target remains usable without repeating the construction. The work can also end with a monitoring condition or a bounded learning aim.

This demands discussion and some knowledge of the receiving work. Detailed comparison can cost more than it changes; retain a sufficient simple basis. Better target construction alone cannot supply resources or repair a consequence rule that the responsible participants leave unchanged.
