STR.11 - Select Strategy, Portfolio Commitments, and Assumptions

STR.11:1 - Problem frame
Use this pattern when the strategic comparison is sufficient for a choice, but the proposed decision does not yet say what has been selected and what anyone is actually committing to. Begin by distinguishing a direction, alternatives retained for later choice, an intended joint set and authorized work.
The working result is an explicit, bounded strategic choice with its relied-on premises, resource and authority limits, exclusions and reconsideration conditions. When the engagement ends at advice, a complete qualified recommendation is the useful return; the recipient retains the decision.
Assumptions are premises on which the choice relies. Adopting them for a bounded decision does not make them true. Selecting a direction likewise does not make every initiative under it funded or feasible.
The practical gain is that participants can tell what to do now, what remains open and what answer is needed before further action. Do not reconstruct an adequate choice when only ordinary realization remains. Missing professional evidence or permissions still constrain their dependent commitments.
STR.11:2 - Problem
“Approve the strategy portfolio” can mean several incompatible things. It may retain alternatives, prefer one direction, include several contributions for joint use or authorize their work. Participants can act on different readings of the same decision.
A second failure promotes the evidence during selection. Interest becomes forecast revenue, a partial estimate becomes full cost and an unresolved right becomes assumed permission. The selection meeting then appears to close gaps that no new result actually answered.
STR.11:3 - Forces
A decision needs enough clarity to coordinate action without specifying every later task. Keeping uncertainty visible can support a bounded commitment, while leaving every clause conditional can make the decision unusable.
Several contributions may be worth using together but compete for shared resources or require different permissions. A strategic chooser may control direction and one budget without controlling customer consent, technical acceptance or every operating limit.
STR.11:4 - Solution
Select only the result supported by the current comparison and authority. State its scope, keep retained possibilities separate from joint use, and connect the commitment to the premises that would change it.
STR.11:4.1 - Recover the chooser and the result the choice must produce
State who receives the comparison and who can choose the direction or commitment in question. Recover the relevant authority from the actual arrangement; a job title alone does not establish it.
Ask what is being decided now. It may be a strategic direction, a bounded preparation, one commitment, a jointly used configuration, continuation, deferral or rejection of the present set. If the task is only to recommend, return the recommendation and its limits without reporting the recipient’s decision.
Use FPF C.11 for the local choice over an adequate option set and comparison basis. If the set is still incomplete, return to STR.5 or STR.6. If a live inquiry could change the choice, compare its worth through STR.7 rather than adding an automatic trial.
STR.11:4.2 - Carry the actual evidence and uncertainty into choice
Use the comparison for these alternatives, configuration, horizon and criterion. Retain supported claims, material uncertainty and conditions that make a candidate unavailable. Apply a changed basis to all affected alternatives; do not compare one under an old assumption and another under a new one.
A PSD.10 uncertainty result can supply the bounded claim or unresolved question. Use it within its population, conditions and source limits. An interest interview cannot become a conversion forecast in the final decision merely because a financial table needs revenue.
Choose the smallest useful result the evidence can support. A sound preparation decision may leave the larger direction open. A sufficient negative result can justify continuation or rejection without another experiment. When a necessary condition is missing, narrow the commitment or return the gap.
STR.11:4.3 - Say what kind of set is being retained or selected
Distinguish the set’s intended use before calling it a portfolio:

These meanings are not four compulsory stages. A sufficient direct choice may need no set declaration.
When a downstream recipient needs an explicit selected-set declaration, use G.5’s DeclareSetResult branch with already identified members and a current choice or inclusion basis. State the intended use, inclusion conditions, ordering and supporting basis. Its Shortlist, RankedShortlist and JointUseSet results distinguish, respectively, the retained alternatives, ordered alternatives and all-member joint use in the table.
Before selecting joint use, inspect shared capacity, dependence, incompatible conditions and displaced work. STR.8 and STR.14 supply missing support and reconciliation. Several individually attractive options do not become a feasible joint configuration by appearing in adjacent rows.
STR.11:4.4 - Bound the commitment in practical terms
State what is selected, for what purpose and horizon, what resources or conduct it binds, and what remains excluded or conditional. Name who provides or allocates the resources and who authorizes the dependent action.
Keep the scope legible to the people who will use it. If preparation is selected, say what it may obtain and what execution it does not include. If a continuing obligation is created, include its support and exit conditions. Preserve protected current work and the cost of keeping a fallback available.
Use ordinary existing decision notes when they carry the needed reasoning. Retain enough detail that a later participant will not infer a larger commitment or stronger evidence than the choice supports.
STR.11:4.5 - Make assumptions and reconsideration usable
Name the premises that can reverse, narrow or invalidate the chosen scope. Include an adopted criterion or filter where a changed rule would alter future selection. State what answer would matter and who can reconsider.
Distinguish a warning, an occasion for renewed judgement and an already authorized stop. STR.12 can establish the observation and response relation when ongoing follow-up is needed. Do not invent a monitoring assignment if the choice is already complete and no subsequent reliance requires one.
Keep the serious rival and the reason it was not chosen. A preserved fallback needs the conditions and cost that make later exercise possible. A rejected direction can remain in ordinary memory without a standing work commitment.
STR.11:4.6 - Return the decision and its remaining boundary
Return the recommendation or actual decision under its correct name, with the comparison basis, scope, conditions and next permitted contribution. State who still needs to supply a financing, capability, permission or other result before a larger move.
The immediate question is complete when the recipient can understand the selected result and act within its actual bounds, or when the impasse is clear. Completion need not select a full long-term strategy. Reopen only a condition that can change the choice or its usable scope.
STR.11:5 - Archetypal Grounding
STR.11:5.1 - SensorCo selects four days, not a service business
In this constructed case, SensorCo’s device-only continuation can meet existing service obligations for twelve months. The StrategyTeam advises; the Board has the separately supplied authority to select direction and the bounded internal commitment.
The comparison retains devices, integrated service, licensing and segment exit as different strategic directions. Six interviewed customers expressed interest, but that supports only those responses. Two may discuss a bounded paid trial next quarter at a price ceiling, subject to agreement and permitted use. Full travel and incident-support costs are not yet known, and licensing lacks an established required reuse right.
The team’s recommendation is:
Use four funded internal days to complete service costing and specify the smallest worthwhile trial against the prospective customers’ terms. Postpone the four-day device-diagnostic improvement. Protect current service and reserve, retain viable device continuation and leave the twelve-month service direction open.
The stated reason is comparative: an attainable cost-and-trial answer can open or reject a relevant repeat paid contribution less exposed to generic price competition, at the sacrifice the Board is willing to make. Device continuation is a serious viable rival, not a straw alternative.
The Board then selects that preparation and authorizes those four days. This is a separate constructed decision, not an event inferred from the recommendation. No new purchase or new customer-data use is part of the preparation.
The team also has a possible first-month development configuration: 8 days for preparation and, only when permitted, initial trial use and interpretation; 6 for platform work; and 4 for learning/support. With 52 days of current service and an 8-day incident reserve, that is 78 of 80. The four authorized days lie inside the eight-day envelope. The remaining development work is not authorized by that arithmetic or by the preparation decision.
The three development contributions are candidates for joint use in that configuration, not three independently funded projects. Their supporting conditions and actual later inclusion must be decided at the relevant scope. The four strategic directions remain alternatives; retaining them does not schedule them together.
The reconsideration conditions also remain explicit. A sufficient complete-costing result that rules out every relevant permitted service configuration supports device continuation without a trial. A full-horizon purchasing freeze removes the preparation’s stated opportunity. A missing required right blocks its dependent use. For later permitted trial use, a shared-work forecast received before the next allocation and exceeding the 80-day ceiling while preserving reserve causes the service owner to suspend the dependent trial activity within its agreed authority; the Board reconsiders scope.
STR.11:5.2 - A filter admits a proposal, not its expenditure
Consider a constructed four-condition filter: this quarter, reduce customer rework, allow checking within two weeks, and avoid irreversible migration for now. The following applications illustrate the difference between fitting that filter and obtaining a resource commitment.
A reversible correction to error-handling information has a supported rework contribution this quarter and a feasible two-week check. It fits the current filter. A branding proposal without a supported rework contribution remains unresolved on that condition; an irreversible migration fails the current filter.
The decision holder can now compare the fitting proposal’s contribution, whole cost and displaced work. Fitting the filter alone supplies no allocation. If the holder selects it, state the bounded work and actual resource decision.
Suppose the responsible body later changes the rule to allow irreversible migration with specified transition protection. That can reopen the migration’s eligibility; the rework, time, checking, feasibility and authorization questions still remain. If the change was merely proposed, actual selection continues under the existing rule. Preserve the earlier comparison’s basis rather than rewriting its observations.
STR.11:5.3 - A personal recommendation leaves the person’s choice intact
A self-directed professional has eight discretionary hours per week. A proposed direction needs six hours of study and six of client development. An adviser can return that infeasibility and compare a smaller scope, substitution or deferral; the adviser does not allocate the person’s hours.
If an attractive two-hour exploration cannot answer the live question, the person may postpone it. A complete recommendation can therefore end with a supported smaller option or stop, without adopting the larger direction or commissioning an assessment that the decision does not need.
STR.11:6 - Bias-Annotation
Decision meetings can reward confidence and compress qualifications. Carry the same evidence limits into the final choice that governed the comparison; do not promote the claim at the moment it becomes consequential.
A single executive view can also hide separate holders of access, service, participant agreement and resources. Recover those authorities only where they change action, without turning an ordinary choice into an unnecessary administrative inventory.
STR.11:7 - Conformance Checklist
- The chooser and the present decision are explicit, with advice distinguished from actual choice.
- The evidence and comparison basis concern the same options, configuration and horizon.
- A retained alternative set, intended joint use and authorized commitments remain distinct.
- Joint commitments have a supported common configuration, not merely attractive component scores.
- The selected scope states its resources, exclusions, displaced work and unmet conditions.
- Material assumptions retain their support and use limits.
- Reconsideration conditions identify the decision they can change and the responsible holder.
- A bounded preparation, continuation, rejection or qualified recommendation can finish the immediate question.
STR.11:8 - Common Anti-Patterns and How to Avoid Them
A portfolio word does all the work. Participants cannot tell whether members are alternatives or joint commitments. State the actual membership use and separate resource decisions.
Evidence strengthened at approval. Six interested respondents become reliable forecast revenue. Retain the original claim and obtain the missing result before a dependent larger commitment.
A conditional approval read as permission. The team begins customer-data use while the required right remains unresolved. Name the permitted preparation and the stopped dependent branch.
A direction as a blank cheque. An adopted filter authorizes every fitting initiative. Compare each material commitment and obtain its actual allocation and authority.
STR.11:9 - Consequences
Participants receive a usable decision whose scope and dependencies can be understood without reconstructing the meeting. Useful advice can finish at advice, and a small commitment can advance the question while a larger choice remains open.
The result can expose that different holders must still supply different conditions. That is an honest limit on the present choice, not a reason to label the entire strategy unfinished.
STR.11:10 - Rationale
Selection connects a comparison to an actual chooser and a bounded result. Keeping result kinds distinct prevents an archive or shortlist from creating work by implication and prevents the analyst’s recommendation from borrowing authority.
Explicit assumptions make a choice revisable without making it provisional in every respect. Some work can be firmly authorized now while another branch remains conditional. That distinction is more useful than either total commitment or indefinite hesitation.
STR.11:11 - SoTA-Echoing
How should strategic selection preserve the meaning of its result? Adopt C.11’s explicit local choice and G.5’s distinction between retained alternatives and members included for one named use. The serious default is one “approved portfolio” label that hides incompatible instructions. Sections 4.1–4.4 instead declare the chosen result and its scope. G.5’s declaration branch uses an existing inclusion basis; it does not create resource authority or repeat the choice. Ordinary decision prose remains the cheaper sufficient answer when no downstream set declaration is needed.
For bounded commitment under uncertainty, adapt the revisable-action judgement discussed by Rapp, Olbrich and Packard and the robust/adaptive line in Lempert and colleagues’ 2024 analysis. This changes sections 4.2 and 4.5: select an attainable bounded result with explicit assumptions rather than treating either a forecast or uncertainty as a reason for automatic full commitment or automatic experimentation. These sources supply conceptual and methodological contributions, not validation of SensorCo’s strategy.
Section 5.2 uses strategy as a filter for ordinary proposal selection. Its four-condition example preserves the distinction between filter fit and actual commitment. Reopen the method choice when evidence, joint-use conditions, authority or an adopted comparison rule changes what the decision can responsibly settle.
STR.11:12 - Relations
STR.9 and STR.10 supply qualified comparisons. STR.11 keeps the actual strategic choice and commitment bounded; STR.12 supports later reconsideration. STR.8 and STR.14 answer missing capability and joint-work questions instead of treating approval as their solution.
PSD.10 supplies decision-linked uncertainty within its original limits. FPF C.11 supplies local choice; G.5 supplies an exact selected-set declaration when required. Realization, resource provision, customer agreement and professional acceptance retain their own results and holders.
