Familiar labels and testable relationsSchools, standards and communities aid recognition, while the label may conceal generation, transmission, receiving use, selection, memory, retention or loss.
Carriers and practiceDescriptions, tools and forums can participate in continuation, while their presence does not establish actual HCD Work or culture.
Method status and observationAn admitted Method can support an enactment claim, while candidate and source-described practice must remain usable without status laundering.
Local action and population scopeOne authorized provider slice can change its arrangement, while it rarely controls a field or every participant.
Culture and human capabilityA cultural relation may matter because later capability matters, while neither observation proves the other or their causal link.
Timely learning and retentionReceiving use can be observed soon, while long-term retention and loss require later intervals.
Continuation and explanationSufficient current grounds may warrant continuing while explanation remains uncertain. Credible rivals and an obtainable discriminating inquiry matter when they can change the decision enough to warrant their burden.
