HCD.17:4 - Solution

First state what the available basis supports for the named provider, learner, or practitioner population and whether to continue, change, narrow, or stop. A bounded current account can finish with the uncertainty and human-capability limits relevant to its receiving use.

Select a new observation or intervention when its attainable contribution warrants the full effort, delay, participant burden, and displaced development or protective work. Include the cost of proposing and designing it. Retain the substantive grounds in the same account when a later recipient needs them. Actual claims of tested change, later receiving use, retention, or capability keep their own evidence conditions.

HCD.17:4.1 - Bound the HCD practice, population, and decision

Name the HCD Discipline when a current direct result recognizes it, or name the smaller practice with the Discipline claim unresolved. Identify provider, learner, practitioner, transmitting, receiving, recognizing, selecting, remembering, retaining, generating, or losing participants as the predicate requires. State the place, period, later-Work family, qualification window, and bounded cultural-continuation decision.

Avoid “the organization,” “the profession,” or “the community” without participant meanings and a population boundary. A local provider group and its assigned learners can be sufficient. Wider field or organization claims need their own population and evidence.

If the population, period, practice, or decision cannot be bounded, return the exact missing value. Do not compensate with an adoption score.

HCD.17:4.2 - Choose the truthful Method or candidate branch

Use the admitted-Method branch only when one independently admitted HCD Method or variant and actual HCD Work with a grounded enactment relation are recoverable for the current claim. Teaching a MethodDescription, publishing a card, or configuring a tool is not enactment.

Use the candidate or observed-practice branch when the subject is a status-preserved candidate, source-described practice, local routine, card, template, description episteme, or other claim-bearing material. Record independently supported Work facts without calling the candidate a Method, the material a MethodDescription, or the Work an enactment of the candidate whole.

Preserve the branch across the result. If admission, description membership, reusable semantics, lineage, or introduction becomes the live question, return it to Method Engineering. HCD.17 governs the HCD cultural relation, not the generic status repair.

HCD.17:4.3 - State one cultural value and predicate

Identify the development practice whose continuation matters. For a teaching practice, observe how the receiving practitioner teaches; for a learning practice, observe how the learner studies or practises. Keep performance in the target job as a separate consequence. For example, a trainer’s use of a feedback sequence and the learner’s correct professional answer are different observations.

Name the exact value said to be generated, transmitted, received in practice, recognized, selected, remembered, retained, or lost. Then state:

  • the transmitting, receiving, recognizing, selecting, remembering, retaining, generating, or losing participant meanings;
  • applicability conditions and qualification window;
  • a positive case;
  • a discriminating negative, failed, inapplicable, unknown, or missing-information case; and
  • the decision that a changed observation can affect.

Use an existing direct predicate when it fits. Otherwise retain the lightest truthful bounded relation-bearing claim through the current FPF relation method. A convenient cultural label does not create a relation kind or occurrence.

Record other cultural claims separately. Generation, publication, transmission, receiving use, recognition, selection, memory, retention, and loss can differ in result; do not average them into adoption or maturity.

HCD.17:4.4 - Identify the actual carriers, Work, and participating subjects

Name only subjects and direct relations used by the claim: practice cases, feedback and assessment records, MethodDescriptions or candidate materials with status, publication occurrences, repositories, tools, AI configurations, community or forum Systems, teaching or tutoring Work, provider and learner Work, decision rules, assignments, permissions, authority, access, support, and memory epistemes.

For every claimed actual Work occurrence, identify the performer and apply the direct Work and Method tests. A bundle word such as “programme,” “rollout,” “platform,” or “school” establishes none of its implied subjects or relations.

Select a structure or architecture only when its organization changes the cultural decision. Presence in the carrier list does not prove transmission, receiving use, selection, retention, or capability.

HCD.17:4.5 - Recover the authority and protection needed by the intended action

For an intended continuation or change that requires authorization, name its Agent and exact assignment, permission, or authority predicate, participants, permitted action, scope, positive basis, and protected conditions. A factual account creates no intervention to authorize. Ownership, expertise, sponsorship, project position, assignment, permission, and authority are different.

Return missing-change-authorization when the proposed intervention exceeds the recovered scope, without discarding independently supported cultural claims. Keep organization change, employment, clinical care, provider service, platform administration, learning-product design, privacy, safety, and target-domain authority with their direct owners.

State participation, consent, privacy, access, workload, exclusion, accessibility, service-pressure, and restoration conditions that matter. Stop or revert when the intervention breaches them.

HCD.17:4.6 - Keep human capability and later Work as a separate consequence

When human capability or later Work is part of the receiving claim, keep its subject, available observation, relevant baseline, evidence window, and uncertainty separate from the cultural predicate. Distinguish an observed current consequence from an expected benefit of a proposed change. Use HCD.11, HCD.12, HCD.13, or qualified equivalents for the claimed performance, unfamiliar transfer, delayed performance, or support-dependence result; a cultural account creates no new capability-development or assessment task by itself.

A positive cultural predicate can coexist with no demonstrated capability change. A favourable capability observation can coexist with an unknown transmission or selection relation. If the decision relies on the cultural intervention causing the consequence, obtain a suitable causal result; timing or co-occurrence is insufficient.

HCD.17:4.7 - Settle the continuation and select inquiry only when it contributes

Retain credible hypotheses whose differences could change this continuation or warranted claim. Examples include carrier sufficiency versus coached feedback, formal selection versus local workaround, community participation versus supervisor access, or remembered description versus repeated receiving Work. Do not invent a second explanation to reach a fixed count. An explanation may remain unresolved while the current bounded practice is worth continuing.

Compare retaining the current arrangement, changing one Method/support/assessment/carrier relation, branching for a bounded population, replacing the means, and stopping or reverting where material. Use sufficient existing local judgement and observations for the present decision. Keep the population and evidence limits that matter; no stable population distribution or complete cultural history is required for a narrower claim.

When a material uncertainty, changed receiving condition, or protective concern makes inquiry useful, identify what an attainable observation could change. Compare its whole contribution and burden through C.11.DUA when that demand needs appraisal; use C.11 for an already formed bounded choice and the direct HCD or field Method for the selected inquiry. Recover participants, provider capability, access, resources, opportunity window, and authorization that determine feasibility. For a selected intervention, retain reversibility, burden and protection limits, the discriminating expectation, negative case, and response rule. unknown withholds the unresolved claim, not an independently supported continuation. An unavailable or unhelpful trial does not become a completion task.

HCD.17:4.8 - Return the supported decision and distinguish any later result

Return the supported current account and decision with the grounds and limits needed to use them. When the task includes a tested change or claims a later relation, use the actual Work and observations at the named interval, applying the same predicate to the stated participants or an explicitly changed population. Record positive, negative, inapplicable, unknown, or missing-information without assuming that a repeated label identifies the same relation occurrence. A recommendation to test is not that later result.

When the account must be retained or handed on, use only the positions its actual claims and receiving use need:

Return the exact missing Method status, Work, predicate, participant, evidence, authority, provider, specialist, or later-observation result when it blocks the receiving decision or claimed use. Withhold only that dependent result and retain independently supported practice. A supported cultural claim does not fill another missing claim by proximity.
