HCD.Preface:1 - Start from the contribution that later Work needs
Use HCD when a person, manager or development practitioner needs to improve or sustain a human contribution to later Work, and must decide what development is worth attempting under real time, access and support conditions. The question may arise before a programme, during a difficult practice attempt, after a successful assessment, or years later when the Work changes. A learning-product author can also use the framework while the future audience is still an assumption.
The recurring difficulty is connecting a development activity to the contribution it should change. A curriculum may cover every topic while leaving whole tasks out of reach. A good assisted answer may conceal the action the person still cannot supply. A once useful arrangement may become unsuitable after a tool, task or provider changes. HCD makes these differences actionable: identify the required contribution, compare a plausible development change, obtain the support it needs, and judge only what the subsequent observation can establish.
Begin with the decision now in front of you. State whose contribution matters, in what later Work, what is already known, and which result would change the next action. Then enter the relevant body through the Practical entries. The first useful result can be small: a demand hypothesis, two comparable task fragments, a corrected practice attempt, one qualified performance claim, or an exact missing contribution to obtain. A known person needs compatible personal evidence; an author without named learners can proceed directly to HCD.28, which constructs the product before personal comparison through HCD.2.
The main choices concern complete-task attainability, preservation of useful existing contributions, and the effort displaced by development. More practice, realism, independence, assessment or provider preparation can improve one condition while making the whole arrangement too burdensome or changing the task being judged. Select these contributions for the live question and compare their combined demands. The programme and instrument application makes that whole-arrangement constraint concrete.
HCD.Preface:2 - What the framework connects
Human Capability Development deliberately changes a human holder’s capability for intended later Work. It is not every change in behaviour, every use of instruction, or every problem involving a person. A demand account states what later Work requires; a diagnostic target names what may need to change; a profile describes contribution claims; a programme sets out a bounded development arrangement; HCD.2 composes and compares programme candidates. Learning Work and clinical treatment are performed activities. Assessment provides observations and bounded inferences about performance, transfer, or retained capability. Programme, employment and other consequential decisions require their own authority.
HCD.1–HCD.17 keep one exact human holder or bounded HCD population, later Work, conditions, direct-owner results, finite resources, evidence, uncertainty and receiving decision aligned. Demand, diagnosis, profile, programme comparison, Method selection, practice-task design, support arrangement, bounded provider or environment development, focused practice, practice progression, performance assessment, transfer, retention, revision, continuing arrangement, HCD Method-repertoire change and cultural continuation can each be entered directly when their qualified inputs already exist. Their PatternIDs are stable addresses; file order and numbering do not prescribe Work order.
FPF supplies the transdisciplinary distinctions used here: human and other Systems, capability holders, Methods and MethodDescriptions, Work and results, evidence, architecture, decision objects, agency, authority, and precise plain language. Direct human-learning and behaviour sources supply bounded mechanism and evidence claims. Target-domain and specialist sources provide criteria and evidence for correctness, criticality, safety, clinical, legal, and employment questions. Qualified specialists exercise professional judgement, and authorized actors make the corresponding decisions.
HCD.28 connects programme, material, practice and actual supply as a learning product for an audience. HCD.20 compares individual and group arrangements; HCD.22 designs a shared task when interaction supplies a needed contribution. HCD.21 establishes membership and actual contact; HCD.23–25 develop explanation, evaluative exchange and cross-project learning. HCD.26 regulates the current shared attempt, and HCD.27 connects personal routes with useful shared occasions. A personal action, a common work product and a team capability have different bearers and evidence. These methods let a designer join their contributions without treating one result as all three.
HCD.18 and HCD.19 address a different immediate object: the instructional material’s contribution under a declared audience, task, and support arrangement. Their specification and diagnosis can improve a learning product before particular learners are known. Actual learning and personal capability remain human-evidence questions; the material result is neither a personal profile nor a whole-programme conclusion.
HCD.Preface:3 - Human demand, capability evidence, development revision and transformation remain distinct
HCD.1 derives what a human holder must contribute in later Work. It does not establish the holder’s current capability. HCD.3 identifies a supported limiting target or returns the question elsewhere. It does not select an intervention. HCD.4 compares current and target claim rows and may support one bounded choice. It does not create a programme, learning trajectory, performed development Work, or transformation.
HCD.2 composes and compares feasible programme candidates for one person’s later Work, including complete contributions, burdens, support dependence and evidence needs; it does not choose or launch a programme. When no particular person is yet known, it returns the learning-product question to HCD.28. HCD.28 supplies conditional variants, not a diagnosis or programme assignment for each future member. HCD.5 selects a development Method for a qualified target and starting attempt, or proposes conditional Methods with entry evidence for a future audience. Neither result is an effectiveness finding. HCD.6 designs a sufficiently whole, criterion-bearing practice task without treating surface realism as representation. Its nested HCD.6.1 helps a learner discern a needed difference, use it and separate it from an incidental cue. That preparatory teaching operation returns to whole-task use and preserves the difference between recognition and performance.
HCD.7 establishes the provider, access, source, tool, AI, environment, human-check, capacity and fallback contributions required by a bounded use. HCD.8 compares obtaining an exact missing contribution with building it, follows only the first blocking dependency, and requires an operating test. HCD.9 preserves the first attempt, actual help, information-bearing feedback, learner correction, targeted retry and next focus. HCD.10 selects variation, spacing, retrieval, source, interleaving, support and challenge conditions separately across episodes.
HCD.11 returns observations and a bounded capability inference. HCD.12 tests a material unfamiliar variation. HCD.13 compares delayed performance and support conditions. HCD.14 uses an affected observation to revise a development assumption. A correct first attempt, a correction after feedback, learning from a newly supplied source, delayed performance, transfer, retention and a causal development effect are separately reportable.
HCD.15 configures a continuing arrangement that reopens from material Work or evidence changes; it is not a calendar, performed development Work or achieved capability. HCD.16 returns the strongest supported bounded use, narrowed claim, unresolved comparison or real protection stop for an exact admitted Method or status-preserved candidate and human-development claim. A selected change or probe needs an obtainable contribution worth the complete learner/provider burden; the result neither admits nor universally retires a Method. HCD.17 returns a supported current cultural account and continuation decision, or selects a worthwhile attainable inquiry. It preserves the testable predicate, actual subjects, scope, evidence, and needed authority; a school, standard, carrier, event or community label is not the culture.
Distinguish instructional events, learner activity, learning outcomes, later transfer, and job performance, and use corresponding evidence for claims about each. A MethodDescription, course completion, self-report, platform prediction, assisted score, published schedule or reserved provider hours can inform a bounded question. A capability, transfer, retention or effect claim needs a justified inference from appropriate observations.
HCD.Preface:4 - Several contributions can be simultaneous
Perception, reasoning, bodily action, coordination, decision, evidence return, tool use, and specialist interfaces can all matter in one representative Work occurrence. The relationships among these contributions need not follow a course sequence, Method hierarchy, Work order, organization chart, or dashboard.
A profile and programme comparison therefore preserve claim identity, conditions, support dependence, uncertainty, critical-error boundaries, trade-offs and finite burdens. A scalar is secondary and admissible only when the receiving decision loses none of those decision-bearing values.
Describe the contribution required in the person’s work role and the conditions under which it is needed. The human capability holder is the person who fills that role. The same person can review evidence, coordinate a specialist and make a bounded proposal in the same Work, or fill different roles in different Work. HCD.4 therefore compares that person’s contribution claims and their interfaces. A role description can help derive demand through HCD.1; personal starting evidence is still needed for diagnosis or a personal programme comparison.
Several people’s development can support an organization’s work, but an organizational result also depends on assignments, coordination, resources and other system contributions. Keep each person’s evidence identifiable and take organization-holder capability or organization change to OCE and the relevant direct owners. A bounded cultural population is a different subject again: HCD.17 asks how one HCD practice value is transmitted, received, selected or retained among specified participants. It can examine that relation while individual capability consequences remain an HCD.11–HCD.13 question. A population becomes a capability holder only if the independent-System condition of E.23.CDI is separately established; HCD.1’s population use otherwise preserves member or representative demand accounts.
Constituent actions in ongoing work. Consider a dancer who has adequate strength, holds an axis when stationary and remembers a figure, but cannot maintain balance during its required rotation. During an attempted figure, muscular actions support rotational coordination, and that coordinated rotation is a constituent of performing the figure. The missing capability is in the middle. HCD.3 locates the supported limitation; HCD.2 includes its development in a programme that retains already mastered contributions; HCD.6 and HCD.10 prepare the combination and needed variation. Knowing the figure and succeeding in separate strength exercises do not fill this gap. A suitable teacher, space, time and conditions must also be available. These are conditions of performance, not items supplied by reading this DPF.
HCD.Preface:5 - Pattern relations do not prescribe a lifecycle
HCD.1 may supply evidence input to HCD.3 and scope or result frames to HCD.4, HCD.2 and HCD.11. HCD.3 and HCD.4 may supply target, starting-evidence, protected-strength and priority values to HCD.2 or HCD.5. Equivalent qualified inputs permit direct entry; no pattern result follows merely from an adjacent number.
Before programme choice, HCD.5 can select a development Method for a candidate, HCD.6 can prepare its practice task, and HCD.7 can determine the support it needs and what is available. Use HCD.8 when obtaining or building a missing contribution changes the comparison. Develop only enough of each candidate to make the comparison useful. After a separate programme choice, complete or revise the selected Methods, tasks and support.
HCD.5, HCD.6 and the enabled HCD.7/HCD.8 contributions may supply HCD.9. HCD.9 may supply practice history to HCD.10 or an attempt to HCD.11; HCD.10 designs later episodes but does not make their performance or retention findings.
HCD.11 can supply performance evidence to HCD.12 and HCD.13. Equivalent qualified observations permit direct entry. HCD.14 may use a compatible result from any one of HCD.11, HCD.12 or HCD.13; it need not wait for all of them. New evidence may also update HCD.3’s diagnosis, HCD.4’s profile, HCD.2’s comparison or HCD.5’s selection when it changes their question.
A compatible HCD.14 revision hypothesis may inform HCD.15’s continuing-arrangement decision or HCD.17’s cultural-variation comparison. Observed HCD.15 arrangement use and human-development evidence may inform HCD.16. A bounded HCD.16 repertoire disposition or status-preserved candidate variation may inform HCD.17. All four relations are conditional receiver-governed inputs: a missing, stale or differently scoped result requires a qualified direct substitute or an exact missing-result return, and no receiver waits merely because one PatternID is adjacent.
HCD.18 supplies a specification to HCD.19 only when construction or revision is needed. A compatible existing specification permits direct evaluation. HCD.19 returns the material-specific defect and affected-use test to E.23; any HCD.11–HCD.13 use consumes only observations qualified for its own human-evidence question. Narrative attachment and progressive reconstruction use NSTD.6/.8 when that branch is live.
HCD.28 joins the required subject, teaching, task and supply results into a whole learning route and compares serious alternatives. HCD.20 supplies the applicable arrangement comparison; HCD.22 supplies the actual shared task. Their results can return a changed burden or missing contribution to HCD.28. HCD.2 consumes a suitable product variant only after adding the known person’s relevant conditions. HCD.21 supplies compatible participants and contact; HCD.23–25 supply a selected interaction method. HCD.26 can return a missing subject or support contribution from an actual attempt, and HCD.27 supplies the material and timing connections among episodes. These relations allow direct entry, iteration and a sufficient individual product; they are not a compulsory sequence through all nine methods.
Use the smallest pattern whose result changes the current decision. A new observation reopens only the claims and receiving decisions whose evidence, conditions, or retry predicates it changes.
To combine uses, first name the result the combination should produce and the values each receiving Method actually needs. Reuse a result only when person or population, contribution, later Work, conditions and evidence window fit that receiving use. Then identify dependencies that require order, contributions used together, and competing demands on time or support. An available direct result can close a dependency immediately. HCD.8’s obtain-or-build comparison is useful only when an exact missing contribution blocks the selected use. The Direct result relations table locates these returns; the bodies explain how each result is produced.
For example, a practitioner can combine HCD.6, HCD.7 and HCD.9 for one supported practice task when the target and Method are already qualified. A fresh transfer miss can instead combine HCD.12 with HCD.14 to test a local revision, without rebuilding demand or waiting for a delayed observation. In a programme comparison, HCD.2 needs enough task, Method and support detail to compare complete candidates; fuller elaboration follows the separately selected use. These combinations share contributions, while their result, evidence and stopping question differ.
HCD.Preface:6 - Choose the scope and the evidence that change this use
The broad subject is deliberate human capability development. A personal programme comparison narrows it to finite changes for one person’s later Work: HCD.2 compares complete candidate arrangements from that person’s supported baseline. HCD.28’s future-audience learning-product design has a different result. It keeps audience assumptions, output tasks, alternatives, support and budgets explicit so that the author can develop a comparable product fragment; personal recommendation waits for the relevant person and evidence. This difference gives the author a useful direct start and identifies what individualization must later add.
Performance, unfamiliar transfer and retention narrow the evidence question in different ways. HCD.11 asks what the person contributed under specified conditions. HCD.12 asks what survives a material unfamiliar change to an already demonstrated contribution. HCD.13 compares earlier and delayed performance with the intervening practice and support conditions preserved. A claim about learning a newly supplied Method instead uses the declared new-source intention in HCD.12:4.5. These are useful distinct questions because the same correct answer can support different inferences, or fail to distinguish them.
The intended capability may include competent use of sources: a person may need to recognize a question, find a current rule, use a calculator and obtain a specialist result. Independence concerns the particular contribution being judged. If independent recognition is required, the person must select the relevant response before a teacher or AI supplies that selection; permitted references and accessibility support can remain. HCD.6 specifies the intended task conditions, HCD.7 establishes available support, and HCD.9/HCD.11 preserve the help actually received. HCD.12 and HCD.13 then interpret transfer or delay under those conditions. A delayed attempt with AI also withdrawn answers that combined condition; separate delay and support-dependence claims need an interpretable comparison.
Continuing development extends beyond a fixed course. HCD.15 connects changes in later Work or evidence to opportunities for practice, current sources, coaching, specialist access and reassessment under an agreed burden. A material change can reopen one contribution while the rest stays in ordinary use. Use HCD.14 for a local revision; enter HCD.15 when a continuing arrangement must respond to further changes. If the question concerns which human-development Method claim remains warranted for a population and use, HCD.16 compares that claim with serious alternatives. If it concerns how a practice continues among participants, HCD.17 tests the cultural relation. The continuation application shows all three questions with their consequences kept separate.
These are different bounded uses of the available repertoire. They retain the same direct source, domain and authority boundaries. A narrower use is helpful when its specified person, audience, evidence question, or continuing-development object changes the action, result or stop.
HCD.Preface:7 - Architectural Rationale
HCD organizes the repertoire around working questions whose inputs and useful results can differ. Demand can be supported while diagnosis remains open; a practice correction can be useful before transfer is demonstrated; an operational assessor contribution can exist before any learner receives it. Separating these Methods lets a practitioner obtain the missing result and preserve established contributions. Combining them around later Work keeps that separation from becoming a collection of unrelated techniques. The cost is explicit attention to conditions and interfaces; reuse compatible results and keep the account only as detailed as the receiving decision requires.
Several serious approaches can supply part or all of a particular development arrangement. Compare them by the contribution needed in the same working situation.

The shared source line is therefore task- and evidence-sensitive human development. Whole tasks and expertise-sensitive support inform what to practise; feedback, retrieval, spacing and task similarity inform candidate practice changes; assessment sources qualify what can be inferred. Provider and workplace-learning sources connect learning opportunities to the conditions of participation and later Work. Each family contributes a bounded answer, not a proof that the whole local programme works. The Source use account and each body’s SoTA-Echoing section identify the specific adopted or adapted claim, population, task, support, horizon and limit. Reopen a choice when those conditions change or a serious alternative changes the next useful action; preserve unaffected source uses.
HCD.Preface:8 - Check the combination, learn from its result and revise
Recognition starts from the current difficulty and the first result that could change it. Stronger assurance begins when someone will rely on a claim of capability, transfer, retained performance, provider operation or effect. The selected body’s criteria and recognition/assurance boundary govern that stronger question. At framework scope, check the connections that a local body cannot establish for the whole use:
- Does each consumed result concern the intended person or bounded population, contribution, later Work and conditions, with a clear distinction between observation, design and hypothesis?
- Does each required contribution have a feasible source, provider and time window, and does the whole combination fit learner and provider budgets including preparation, feedback, checking, retries and any delayed observation?
- Can the intended observation distinguish the human contribution from an answer supplied by help, and can its task and domain criteria support the declared inference?
- Do the receiving decisions preserve non-compensable errors, useful existing contributions, participation and access conditions, and the authority of their actual owners?
- Is the first result useful enough to stop or proceed now, with an observation or changed condition that can reopen only the affected claim?
The constructed applications show what those questions can change. In ImpactReview-17, a feasible probe is still worth doing before selecting a profile focus. In the L17 case, independent configuration checking survives one unfamiliar task while uncued resource adaptation remains unsupported; HCD.14 can propose a local practice change immediately. In ReleaseWork-R9, prospective demand remains useful while distinct missing observations block stronger same-holder conclusions. None of these constructed results supplies observations of a real learner.
The future-diagnostician application adds a whole-product question. A missing selection criterion, an inaccessible explanation and a late mentor response require different repairs. HCD.28 preserves those distinctions; HCD.20/.22 expose the personal actions and peak demand hidden by a correct group answer. Their constructed numbers are planning assumptions, not observed learning or cost reductions.
The likely practical gain is a smaller and more informative next development action: compare one missing task fragment, obtain one assessor contribution, revise one cue-dependent exercise, or retain a working arrangement until a relevant condition changes. The costs include representative task preparation, competent judgement, time for correction and evidence that sometimes requires later access. Shared observations can reduce duplicate work only when their conditions fit each receiving inference. The programme application shows how apparently useful local activities can still exceed the common budget.
The engineering examples foreground explicit sources, configurable tools, auditable work products and consequential error checks. Work whose contribution is bodily, interpersonal or difficult to observe may need different representative tasks and qualified domain judgement. Learners also differ in starting evidence, language, accessibility needs, consent, available time and access to competent providers. Preserve those conditions before transferring a task or programme; keep required accessibility support in an independence test. The clinical unlike case demonstrates one material boundary where the specialist owns diagnosis and treatment.
Use HCD.14 to test the smallest development assumption changed by an observation, with an executable change, fresh task, protected contributions and retain/adapt/abandon conditions. Use HCD.15 when subsequent Work or evidence changes require a continuing arrangement. A contradicted source claim or serious new Method alternative can reopen the bounded HCD.16 repertoire question; a changed receiving-use or retention relation among participants can reopen HCD.17. Practical revision can proceed under a proportionate reversible hypothesis while a stronger causal-effect claim remains a separate evidence question.
