Use this edition to derive or return a human demand question, identify a limiting target, compare a profile, compose and compare personal programme candidates, select a development Method, design representative practice, establish support, obtain or build one missing arrangement contribution, conduct and progress focused practice, assess a contribution, test a material unfamiliar variation, compare delayed and supported performance, revise a development assumption, configure continuing development, update one HCD Method-repertoire use, deliberately continue and change one bounded HCD cultural relation, construct and apply a specification for instructional-material evaluation, compare individual and group arrangements, design shared learning tasks, form learning groups, learn through explanation, peer review and project comparison, regulate shared attempts, coordinate personal routes, or construct and revise a whole learning product for a future audience.
Do not use it as a ready-made curriculum, whole provider service, complete assessment instrument, universal HCD Method repertoire, organization-change programme, or proof of cultural continuation. It supplies neither clinical treatment, specialist correctness, release or employment authority, nor evidence that a provider operated, development was performed, capability changed, or an intervention caused an effect.

HCD.* is the Human Capability Development PatternID namespace. Numbers are stable addresses, not steps. The constructed human-development and cultural cases supply no evidence that the described development Work occurred, a provider operated, a person developed, or a culture changed. HCD.19 separately reports a bounded prepared-agent material walkthrough under its stated conditions.

Source use and currentness
The HCD.1/.3/.4 direct-source qualifications remain dated 1 September 2026. The NICE social-anxiety guideline (BEH-05) was separately checked on 31 August 2026; refresh its affected clinical boundary when the recommendation changes.
HCD.1 uses Kraiger and Ford’s workplace-instruction review (2021) (COG-10) for the event-to-transfer distinction, and Dell’Acqua and colleagues’ Navigating the jagged technological frontier (AI-03) for a bounded independent-error-challenge cue. HCD.1 also uses current FPF, qualified target-domain results, and evidence for the person’s later Work.
HCD.3 uses only the bounded diagnostic warning from Melanson and Fahmie’s Functional analysis of problem behavior: a 40-year review (2023; BEH-01), the clinical stop from NICE, and the target-engagement limits from Sheeran and colleagues’ Self-determination theory interventions for health behavior change (2020; MOT-01) and Does increasing autonomous motivation or perceived competence lead to health behavior change? (2021; MOT-02). HCD.3 also uses E.23.CAE when its differential can change the decision, and direct specialist evidence when the question needs it. These health and clinical sources supply no universal human-capability diagnosis or clinical procedure for HCD.
HCD.4 uses Winget and Persky’s A practical review of mastery learning (2022; COG-06) for local thresholds, correction and retest; Gutierrez de Blume’s Calibrating calibration (2022; COG-07) for self-monitoring accuracy; Arieli-Attali and colleagues’ Expanded evidence-centered design (2019; COG-08) for claim/task/evidence/inference traceability; and Abdelrahman and colleagues’ Knowledge tracing: a survey (2023; COG-09) for model-prediction limits. The design framework is not a causal intervention study, and none of these sources establishes P14’s current capability, a universal ladder, or transfer and retention. C.32.MWA, C.11, and direct task evidence supply the remaining architecture, choice, and local evidence conditions.

HCD.18/.19 use the material profile’s source-informed comparisons, with their specific source roles, limits and reopens in the bodies. Their task-based evaluation and ordinal anchors are professional adaptations, not a validated universal score. The M0/M1 walkthrough preserves actual prepared-agent responses; its constructed task facts, material revisions, author-side diagnostic replay and missing target-human observations remain explicit.
The programme and L17 engineering exercise supply designed tasks, stipulated domain facts and constructed observations, not an empirical learner dataset. Real engineering, safety or professional claims require current direct-domain sources and actual case evidence.
ImpactReview-17-Domain-Oracle-v1 is constructed case data, not a source-ledger entry or currentness claim. Replacing any stipulated engineering correctness or criticality value with a real-world claim requires a named current target-domain Method or result and qualified safety or specialist source.
Refresh only the affected pattern or case claim when a relied-on FPF distinction, direct source contract, target-domain Method or result, specialist boundary, holder, Work family, configuration, evidence window, critical-error predicate, case truth posture, support arrangement, practice condition, or receiving decision changes. A new publication alone does not reopen unaffected claims.
HCD.20–28 use task-sensitive contributions from the official 4C/ID, TBL, Jigsaw and FROG accounts and bounded research on collaboration, visibility and active observation. Their SoTA-Echoing sections state the adopted operation and its limit. HCD.21 adds explicit composition and actual-contact constructions; HCD.24/.25 distinguish comparative judgement from demonstrated transfer; HCD.26 distinguishes prompting from uptake. Juxtapeer, group-formation and contact studies, Edwards and the later CMU feedback study retain their task, population and observation limits. HCD.7 applies tutor-facing assistance through its existing competence, checking and capacity conditions. The linked diagnostic product, numerical resource comparison and recovery variants are authored constructions; they are not empirical outcomes or evidence that one grouping is generally best.
FPF dependency and compatibility
This edition depends on First Principles Framework (FPF) — Core Conceptual Specification, Version August 2026, status Normative kernel, eternal alpha, at the current-pattern state qualified for this product, with the bounded C.2.8 dependency below.
FPF supplies System and holder recognition, capability, Method and MethodDescription, Work occurrence and result distinctions, evidence and uncertainty, architecture, agency, decision objects, authority, cultural relations, and precise wording. HCD supplies human-demand, target-or-return, balanced-profile, programme-comparison, development-Method selection, representative-practice, support-arrangement, bounded provider-development, focused-practice, progression, performance-assessment, transfer, retention, evidence-led revision, continuing-development arrangement, bounded HCD Method-repertoire, HCD cultural-continuation guidance, and instructional-material specification and diagnosis for its domain.
E.23.CDI governs the independent-System holder condition and later capability-development evidence under its own entry conditions. E.23.CAE supplies an observation-first differential where applicability, access, adaptation, enactment, and actual capability change must be separated. C.32.MWA prevents source layouts from becoming profile architecture. C.11.CRC governs finite comparison inside HCD.2, while C.11 governs a bounded current-option choice. Compatible FPF changes leave unaffected HCD results reusable; changed relied-on distinctions reopen only their consumers.
For HCD.18, HCD.19 and the instructional-material profile, this edition selects C.2.8 U.ExtractableStructuralInformation from the September 2026 FPF publication of 9 September 2026. It supplies the structural-recovery characteristic of the expressed episteme, its publication form and the reader or observer under specified comparison conditions. Use its own qualitative comparison or structural scale; the profile’s material-use values, learning and burden claims keep their own meanings and evidence. Other FPF dependencies retain the basis above. Reopen this bounded dependency when the supplying definition or the receiving structural question changes.
A.19.ECS supplies general evaluation-specification construction to HCD.18. E.22 supplies comparison and E.23 improvement for a material result when those questions are live. General characterization and scale meanings remain with A.17, A.18 and C.16. Material evaluation does not alter the human-evidence or authority boundaries of the other HCD bodies.
External result and authority boundaries
Target-domain Methods and results govern what counts as correct, safe, critical, or useful in later Work.
