STR.3 - Frame Uncertainty and the Strategic Problem

STR.3:1 - Problem frame

Use this pattern when participants disagree about what a strategic change means, or when “we need a new strategy” has not yet become a question that can guide a choice. Start by asking what contribution is at stake, for whom, and how a different account of the difficulty would change the directions worth considering.

The working result is a decision-relevant problem formulation with its material rival formulations and unresolved questions. It connects the situation to strategic direction and possible commitments. A formulation is an account of the situation, not the situation itself. The practitioner can finish this result without choosing a direction, resolving every uncertainty or commissioning a study.

The gain is to put effort into the right question. Falling revenue might call for a pricing response, a different customer contribution, a smaller operating commitment or an orderly withdrawal. Those are not interchangeable interpretations of the same strategic task.

Use an adequate existing formulation directly when no credible rival changes the present action. A known equipment fault with an available qualified repair ordinarily needs that repair, not strategic reframing. More consequential use adds the evidence, participation and professional assurance needed for its factual claims and affected people; a framing conversation supplies none of those results by itself.

STR.3:2 - Problem

A sponsor’s first wording often selects the answer before comparison begins. “How do we become a service company?” excludes continued device provision and exit; “how do we recover device margin?” can exclude a valuable service direction. Both may be useful questions, but neither is neutral.

Another failure combines everything unresolved into “uncertainty”. Unknown demand, disagreement about acceptable losses, missing data-use rights and unavailable engineering time call for different responses. A larger customer survey cannot allocate engineering time or establish permission. Conversely, waiting for complete certainty can prevent a sufficient bounded return.

STR.3:3 - Forces

The practitioner needs enough openness to notice a different strategic contribution and enough closure to support useful work now. Participants’ concerns can reveal a neglected consequence, while agreement among participants does not prove a causal explanation. Existing assets can make a direction attainable but can also bias the discussion toward what the organization already sells.

A longer horizon may reveal opportunities obscured by today’s margin. It also introduces less tractable claims. The formulation therefore retains the actual decision window and continuing obligations rather than replacing them with an unconstrained picture of the future.

STR.3:4 - Solution

Formulate the strategic question so that each material difference changes an information need, feasible direction, consequence or commitment. Keep unlike unresolved matters separate, then return the strongest bounded question and supported claim available.

STR.3:4.1 - Recover the difficulty without embedding its remedy

Use STR.1’s identified subject, receiving decision and horizon, and STR.2’s changed premises when they already answer those questions. Begin from what is observed, anticipated or sought. “Our generic-inspection price fell” is an observation in the supplied case. “Service will restore growth” is a proposed response resting on further claims.

State what makes the situation strategically important: the contribution threatened or sought, the people or organizations affected, and the commitment that may need to change. Separate an actual adverse condition from a possible future difficulty and from an opportunity. All three can warrant strategic work, but they do not supply the same evidence or urgency.

STR.3:4.2 - Contrast formulations only where the contrast changes work

Ask which different account could change the beneficiary, objective, included consequences or action family. Keep the strongest plausible rival to the initial formulation; do not create one merely to fill a matrix. A useful contrast might shift attention from protecting a product margin to obtaining a reliable customer outcome with a different business arrangement.

For each retained formulation, explain the action-changing difference in ordinary sentences. What does it foreground? Which evidence would support or weaken it? What action does it make worth considering that the initial wording excluded? A renamed problem with the same consequences adds no useful plurality.

When plural problem construction itself remains difficult, PSD.3, Generate Plural Problem Formulations, supplies that contribution. Reuse a sufficient PSD.3 result for the same subject, horizon and receiving decision. This Strategy pattern uses those contrasts to determine which strategic directions and commitments need examination; it does not require repeating the formulation exercise.

STR.3:4.3 - Give unlike unresolved matters their own answer

Choose a representation and response that fit the issue. The following distinctions are useful prompts, not a closed taxonomy:

An uncertain claim about a right and the absence of the required right are different conditions. Request a determination when the former prevents choice; do not treat the latter as a probability to offset with expected benefit. Likewise, an unknown resource requirement differs from a known requirement exceeding what is available.

PSD.10, Represent Decision-Relevant Uncertainty and Evidence Limits, supplies the bounded uncertainty account when a relied-on estimate, model or source limit needs further work. Use its result without converting supported ranges into probability distributions or scenario counts into likelihoods.

STR.3:4.4 - Turn uncertainty into a discriminating strategic question

Ask what a different answer could change. It may change the preferred direction, make an option inadmissible, narrow the commitment or show that all current options fail a protected condition. A shared failure matters even if it leaves their ranking unchanged.

A useful question specifies the affected choice and an attainable answer: “At the stated customer price ceiling, can any permitted service configuration cover travel and incident support?” An answer of no can end the current service proposal. “Learn more about customers” gives no such stopping point.

Check whether existing evidence already answers it. When new inquiry would be useful, name the smallest relevant contribution and its time or access limit. STR.7 can judge and design an experiment if an experiment is actually warranted. No claim of eventual solvability makes a costly inquiry worthwhile now.

STR.3:4.5 - Return the formulation and the useful next branch

Return the strategic question, material rival formulations, shared and disputed premises, supported claims and unresolved questions. State why each retained contrast changes the next work. Ordinary notes are enough when they preserve this reasoning for the recipient.

Use STR.4 when different future conditions change the choice; STR.5 when a different contribution calls for new directions; or STR.9 when a sufficient option set and comparison basis already exist. If a known constraint excludes the proposed commitment under every retained formulation, return that constraint and any viable narrower action. Reframing need not become a scenario workshop.

Reopen when a changed beneficiary, consequence, objective, resource or credible explanation changes the action families. A new phrase alone does not reopen the question.

STR.3:5 - Archetypal Grounding

STR.3:5.1 - SensorCo: product margin or customer contribution?

In this constructed case, SensorCo’s generic AI-inspection price has fallen over twelve months. Existing device and service contracts can still support the required current service for the next twelve months. The team prepares advice; the Board retains the direction and commitment decisions.

The first formulation is “How can SensorCo sustain device provision as generic-inspection prices fall?” It makes device diagnostics, operating costs and continued contracted service salient. The rival is “What reliable inspection contribution could SensorCo supply using its installed base and field-service knowledge?” It opens integrated service and qualified licensing possibilities. Neither formulation establishes that service customers will buy or that licensing rights exist.

The second formulation changes the inquiry. Six interviews establish interest among those respondents, not a conversion rate for the installed base. Travel and incident coverage are missing from the service-cost estimate. Required data-reuse rights for licensing have not been established. The team carries those as three different questions, not one low-confidence service score.

Its useful return is:

Compare viable device-only continuation with attainable ways to supply a differentiated inspection contribution over twelve months. Protect current service. First determine whether a permitted service arrangement can be economically plausible at the prospective customers’ terms; licensing remains conditional on its required right.

Four funded internal days can complete a cost estimate and specify a possible trial. That is a bounded next comparison, not selection of the twelve-month service direction. If sufficient existing cost evidence rules out every relevant service arrangement, the team can return device-only continuation without a trial. If a new class of customer requires a different outcome, the formulation and direction set may need to change rather than merely receive new scores.

STR.3:5.2 - Public service: uncertainty or an unresolved value?

A municipal service considers shifting provision between two channels. In this example its responsible body may reallocate a limited budget, but a supplied protected-access obligation remains in force. Demand by channel is uncertain; whose access may be sacrificed is disputed.

The practitioner retains both issues. Existing demand evidence or conditional futures can inform capacity. The responsible value and authority decision governs allowable access consequences. A larger survey cannot decide that obligation’s force. If every proposed closure breaches it, the immediate return is the constraint and the search for a feasible configuration, not another demand estimate.

STR.3:6 - Bias-Annotation

Enterprise cases can privilege revenue, competitive position and management’s first concern. Test whether those are actually the receiving subject’s purposes. Public access, professional autonomy or continuing customer obligations can change both the frame and the acceptable action.

Plurality can also favour articulate participants. Recover a material affected concern even when its bearer did not formulate a polished strategic alternative; qualify the evidence and attribution rather than treating speaking time as importance.

STR.3:7 - Conformance Checklist

  • The formulation identifies the strategic contribution, subject, receiving choice and horizon.
  • Observed difficulty, anticipated condition and desired contribution remain distinguishable.
  • Each retained rival changes information, feasible action or consequences.
  • Uncertainty, value disagreement, authority and resource conditions receive compatible answers.
  • A shared constraint that defeats every option remains visible.
  • The return states a supported claim or a discriminating question with its next useful branch and stop.
  • Required professional evidence and permissions remain required for their dependent use.

STR.3:8 - Common Anti-Patterns and How to Avoid Them

The solution in the question. “How should we implement service strategy?” turns one proposal into the premise. Recover the contribution sought and retain device continuation when it is a serious rival.

The infinite uncertainty list. An inventory of unknowns expands while no decision changes. Name what each consequential answer could permit, reject or narrow; leave unrelated ignorance outside this engagement.

Consensus as evidence. A workshop agrees that customers want a new service. Preserve what participants actually reported and distinguish it from demonstrated demand.

A resource limit treated as research. The plan needs twelve hours where eight are available. Compare scope or substitution before buying a better forecast.

STR.3:9 - Consequences

The practitioner can explain why the strategic question changed, what remains contestable and what work would matter next. This reduces effort spent evaluating directions that were never responsive to the actual concern.

A formulation may keep disagreement open. That is useful when its alternatives change action, but it can delay choice. Limit the present return by the real decision window and state what cannot responsibly be settled within it.

STR.3:10 - Rationale

Strategic framing links a situation to possible contributions and commitments. It therefore precedes neither every observation nor every decision as a compulsory stage. It becomes necessary when an inadequate account would select the wrong evidence, directions or obligations.

Separating the unresolved matters preserves their different remedies. A forecast can improve a consequence estimate; it cannot substitute for a value judgement, permission or supplied capability. The resulting question is usable precisely because it does not promise to settle all of them through one method.

STR.3:11 - SoTA-Echoing

How should unresolved uncertainty change a strategic question? Adapt PSD.3’s material formulation contrasts and PSD.10’s decision-linked uncertainty to direction and commitment. The serious default is to accept one sponsor formulation and accumulate confidence labels. Sections 4.2–4.4 instead retain only contrasts that change action and identify the answer that could alter choice. This gains a more discriminating question at the cost of examining a credible rival. A sufficient existing formulation is the lower-effort answer and is reused.

For disagreements about future conditions, Lempert and colleagues’ 2024 analysis supplies a substantive robust-decision line: consequential information can matter even when confidence is limited, and several futures can inform action. Adapt that point in section 4.4; reject the need to invent one probability distribution before useful framing. The source concerns climate assessment and decision methods, not empirical validation of this corporate or personal transfer. A defensible probabilistic model remains the serious alternative when it answers the live question.

This pattern distinguishes a changed observation, a changed problem account and a changed comparison rule. Sections 4.1 and 4.5 apply that distinction while retaining alternative perspectives. Reopen the method choice when a supplied remedy closes the question, a new frame changes feasible action, or domain evidence defeats the assumed transfer.

STR.3:12 - Relations

STR.1 identifies the strategic subject and decision; STR.2 identifies a changed reliance. STR.3 uses those results when they are needed, and returns formulations that can change STR.4’s future conditions or STR.5’s directions. STR.9 can use an already sufficient formulation directly.

PSD.3 supplies material plural formulation work; PSD.10 supplies qualified decision-linked uncertainty. FPF A.10 qualifies reliance on a particular source claim. Their availability does not establish that their results have already been obtained for this case.

STR.7 considers the worth of an actual proposed experiment. STR.10 examines commitment consequences, including a protected condition shared by otherwise different directions.
