STR.5 - Generate Strategic Directions

STR.5:1 - Problem frame
Use this pattern when the current direction no longer answers the strategic concern, when promising ideas do not yet express different contributions, or when something should change but the worthwhile contribution is still unknown. Ask where the person or organization could contribute, to whom, and through what capability and resource logic.
A strategic direction explains a contribution to pursue and the reasons for pursuing it. It guides later choices as a conditional filter: which proposals fit, which do not, and which need a missing answer. Its working result here is a set of different proposed directions, with enough substance to compare or develop them. If the receiving problem is still unconfirmed, the first useful return can instead be a provisional problem and contribution with the question that would confirm, change or reject it. That is not yet a complete direction, and neither result is a funded programme.
The practical gain is to distinguish “what might be worth pursuing” from a list of attractive activities. A new platform, training programme and customer visit may support one direction; listing them separately does not produce three directions.
Reuse an adequate direction or an applicable development-advice result when the missing work is only a bounded choice or commitment. Generating alternatives is not obligatory when no credible alternative could change the present decision. Consequential claims about demand, capability, financing or protected obligations need their own evidence and authority before dependent action.
STR.5:2 - Problem
Directions are often named by technologies or aspirations: “use AI”, “be innovative”, “become a service leader”. The words do not say whose difficulty will be addressed, why the contribution matters, what sustaining it will demand or what competing work is set aside.
The opposite problem is premature specificity. A detailed project plan makes the underlying direction appear settled. Participants compare variations in implementation while overlooking continued provision, a different customer contribution, collaboration or withdrawal.
STR.5:3 - Forces
A direction needs focus so that it can guide choice, but enough openness to respond when users, means or constraints change. Existing capability makes action more plausible but can trap generation within familiar products. New capability can open a direction while creating costs and dependencies that a slogan conceals.
The recipient may need a useful proposal before all evidence exists. Conditional directions preserve that usefulness without reporting unsupported feasibility. Maintaining current provision can be a serious direction even when it is less novel than the alternatives.
STR.5:4 - Solution
Construct contrasting accounts of a worthwhile contribution and the arrangement that could sustain it. Make each account useful as a conditional proposal filter, preserve its unresolved premises and return the directions without silently making a commitment.
STR.5:4.1 - Start from the contribution, purpose and horizon
Recover the strategic concern and the conditions that must be preserved. Use STR.3’s formulation and STR.4’s future conditions where they change the direction; do not repeat adequate work.
When the worthwhile contribution is unknown, start with the subject, available time, protected obligations and one bounded concern. Inspect an actual or prospective receiving situation: what result is missing or foregone, what difference would matter, and what present work or source supports that account? Compare a consequential contrast, such as another recipient, a different result or a neighboring practice that obtains a useful change. A course, technology or role name is a lead to investigate, not the result being sought.
When those work accounts suggest no promising direction, try matching three provisional lists: work the person or group wants to pursue; contributions it could become good at; and possible ways to sustain that work. Describe activities or results and give the reason for each capability or resource conjecture. Include attainable development and partner contributions where they could change the possibilities. For a group, say whose aims each proposal serves and retain consequential disagreement.
For each promising combination, propose a recipient and result, then explain how the capabilities and resources could support continued provision. If no useful combination appears, vary one component: for example, a different recipient, a narrower contribution or a partner who supplies a missing capability. Ask others who know the work for possibilities that the initial lists missed when that can help. A match gives a contribution hypothesis; use the receiving inquiry below to judge its worth. Reuse adequate directions instead of repeating this exercise.
An adequate existing work account may answer those questions. Use DOCA.2 when contrasting leads still need to be found, and DOCA.3 when the worthwhile problem and proposed contribution need to be separated and qualified. DOCA.2 returns leads with their source limits and next question; DOCA.3 can return a supported problem, an attributed or contested concern, an unconfirmed hypothesis or rejection. Use that actual result. If the receiving problem remains uncertain, return the smallest question that could distinguish it from a materially different explanation; do not pass the lead to option comparison as an established need.
State whose problem or opportunity the direction addresses and what result would matter to that recipient. Distinguish that result from the organization’s means. A certified sensor platform is an asset; reliable inspection outcomes are a possible customer contribution. A platform change becomes strategically relevant through the contribution it enables, not because it is technologically interesting.
Include the time in which the direction is meant to guide choices. A quarter’s focus and a twelve-month direction can coexist, but one does not silently replace the other.
STR.5:4.2 - Generate contrasts in the logic of contribution
Use the smallest productive questions that could reveal a serious alternative. Could the subject sustain the current contribution differently, serve a different need, combine with another supplier, obtain a needed result externally or leave a contribution it can no longer responsibly sustain? These are prompts, not a compulsory menu.
Describe how the contribution reaches its recipient and what makes continued provision possible. In a commercial case, connect value to payment, costs and responsibilities. In a public or personal case, use the actual purpose and resource conditions instead of importing commercial return.
Retain differences in beneficiaries, outcomes, provision arrangements or resource logic when they change choice. Merge proposals that are only names for the same direction. When a discovered user, problem or useful characteristic changes the relevant possibilities, reopen the generation space; do not confine every new idea to the original categories.
If DOCA.4 has already supplied development directions with supporting configurations and DOCA.5 has qualified their joint reachability, use the applicable result. Strategy adds the question of which contribution should guide this subject’s directions and commitments; it does not require another advisory engagement.
STR.5:4.3 - Make each proposed direction complete enough to challenge
Explain the intended contribution, recipient, reason it is worthwhile, way of providing it and supporting capability. Then name its consequential dependencies, resource demand and exclusions. Separate what is available from what would have to be obtained.
At this level, completeness means that a plausible critic can locate what would make the direction work or fail. It does not mean that every implementation task has been planned. STR.6 constructs sufficiently complete options, and STR.8 examines a missing capability or business-model condition.
Include a credible means of obtaining necessary contributions when the choice depends on it. An existing service, a commission, internal work or a human–AI arrangement may each be relevant. A purchased tool alone is incomplete when the direction also needs expert interpretation, access and incident response.
Keep the direction conditional when its support is unresolved. “Offer an accountable service if a permitted delivery arrangement can cover its full cost at attainable customer terms” is a usable proposal. “We have a platform, therefore we can offer the service” is not the same claim.
STR.5:4.4 - Express the direction as a usable filter
Ask whether the direction can distinguish two real proposals. State the contribution and conditions a fitting proposal must support, the exclusions that matter, and how to treat missing evidence. The filter can be expressed in ordinary language.
Apply all conditions that currently govern the proposal. A proposal may fit the contribution but fail the resource or reversibility condition. Missing evidence leaves fit unresolved; it is not a negative observation. Where a condition is only proposed, show the conditional comparison and retain the rule that currently governs actual choice.
Explain why each exclusion matters. The filter’s protection and opportunity cost can themselves become questions for the responsible chooser. An analyst may propose changing a poor condition; that appraisal does not change its current force or retrospectively alter earlier observations.
STR.5:4.5 - Return directions that can support the next decision
Return the serious directions with their contrasts, support, uncertainties and conditional filters. Include continued provision when it is viable and strategically relevant. Identify what each direction would set aside so that a later comparison includes opportunity cost.
Stop when the directions are distinct and sufficiently explained for the next question, or when a precise missing contribution prevents further responsible development. STR.6 may develop options; STR.9 may compare already sufficient ones; STR.11 may support the authorized choice. The useful result may remain advice, with the recipient’s choice open.
Reopen when evidence changes the contribution, a previously excluded beneficiary becomes material, an enabling condition becomes attainable or a filter’s protection no longer justifies its burden. A direction can also remain unchanged while its implementation options improve.
STR.5:5 - Archetypal Grounding
STR.5:5.1 - SensorCo’s four directions
In this constructed application, SensorCo has a certified physical sensor platform and field-service knowledge. Generic AI-inspection prices have fallen. Existing contracts can support required current service over the next twelve months. The StrategyTeam proposes directions; the Board makes the separately authorized choices.
The team develops four materially different accounts:

The service direction is not “build a platform”. The existing platform is only one enabling means; support capability, access and responsibility are separate conditions. Licensing and integrated service are not interchangeable merely because both use data.
For the service proposal, the provisional filter is to seek a repeat paid inspection contribution less exposed to generic price competition, preserve current service and reserve, and obtain the permissions and capability needed for any dependent commitment. That filter rejects a proposal to expand support obligations immediately without the missing capacity answer. It leaves a four-day internal cost-and-trial preparation open for comparison with device diagnostics. It does not select the twelve-month service direction.
The team returns all four accounts with their different conditions. The later comparison may rule out licensing for now and prefer continued devices to exit. Generation has done its work by making those alternatives usable, not by funding every one.
STR.5:5.2 - A four-condition filter used on three proposals
Consider a constructed strategy-filter example: this quarter, reduce customer rework, allow the result to be checked within two weeks, and avoid irreversible migration for now. The following applications illustrate that rule separately from SensorCo’s time plan.
A reversible correction to error-handling information may fit when it can reduce rework this quarter and its result can be checked within two weeks. If the rework effect is merely asserted, its fit remains conditional on the missing answer. A branding proposal with no supported rework contribution does not yet satisfy the filter. An irreversible migration fails the current filter even if it promises a large rework reduction.
A fitting proposal becomes eligible for the next choice; it is not thereby funded. If the responsible body later permits irreversible migration subject to transition protection, compare proposals under the revised basis and preserve the reason for that revision. The earlier migration decision remains intelligible under the earlier rule. The filter is revisable guidance with a stated purpose, not permission to rewrite facts to rescue a favourite proposal.
STR.5:5.3 - Finding a personal contribution before choosing a course
This constructed extension starts earlier than the eight-hour personal case. The professional knows that current income and obligations must be protected and that eight hours a week remain for development. An attractive course is available, but neither a new contribution nor a new client group has been selected.
The professional enjoys explaining difficult choices, can already analyse alternatives, and earns a living through that analytical work. The eight available hours could support developing a related practice while the existing work continues. These starting inputs suggest looking for a contribution that uses analytical ability in explaining choices; they do not yet identify who needs it.
The person first reuses two accounts of actual Work, stipulated as teaching inputs here. Existing clients still need the dependable analysis already supplied. A colleague in another group reports repeated difficulty preparing a planning decision. A bounded neighboring search contrasts continued analytical provision with helping that group make its alternatives and constraints inspectable. The proposed course is only one possible means; neither its availability nor the colleague’s enthusiasm establishes a worthwhile new practice.
The problem/contribution inquiry then asks whether the reported delay comes from unclear alternatives and constraints or from an unavailable decision holder. An inspectable comparison could address the first difficulty; it would not supply the missing authority in the second. The immediate return is the supported continuing contribution and a provisional new problem/contribution with that discriminating question. Missing evidence of usefulness is not evidence of no demand. If the second explanation is supported, the person revises or rejects this lead rather than selling a comparison as a remedy for absent authority.
If the receiving inquiry supports the first explanation, the person can develop a conditional direction: help this client group prepare a bounded planning decision, using a qualified comparison contribution, while protecting current obligations and the eight-hour limit. Study and client development are possible means, not the contribution itself. The proposed six-hour study plus six-hour client-development package fails that time condition.
A two-hour conversation, including preparation and closure, might answer a remaining question about the receiving use, but its fit stays unresolved until its ability to distinguish the live answers is supported. It is not automatically the next action. Continuing the existing contribution or deferring exploration remains a serious choice. The person, or an adviser if one is involved, returns the directions and their conditional filters; the person chooses whether to pursue or revise them. Eligibility for exploration neither funds a new practice nor supplies its future livelihood.
STR.5:6 - Bias-Annotation
Technology-led generation can privilege means that the organization already owns. Test a contribution that uses fewer new means or is obtained through another provider. Conversely, outsourcing is not automatically cheaper once coordination, checking and recovery are included.
Growth and novelty are not universal strategic purposes. A professional may prefer continuity; a public service may prioritize access. Attribute the criterion to the actual chooser and preserve affected people’s constraints.
STR.5:7 - Conformance Checklist
- A provisional lead is distinguished from a qualified problem/contribution and a complete direction.
- Each direction states a worthwhile contribution, recipient and horizon.
- Retained directions differ in the logic of contribution or provision, not only in wording.
- Capability, resource logic, dependencies and exclusions are clear enough to challenge.
- Proposed or unresolved support remains conditional.
- A direction’s filter distinguishes real proposals and preserves every currently governing condition.
- Continuing the current contribution appears when it is a serious alternative.
- The return distinguishes proposed directions, advice and authorized commitments.
STR.5:8 - Common Anti-Patterns and How to Avoid Them
A technology as strategy. “Use AI” supplies no receiving contribution. Explain whose result improves, how it is obtained and what sustaining it demands.
Projects mistaken for directions. Training, a platform and a customer visit are counted as three strategies. Recover the contribution they jointly support, then compare a materially different account.
A filter that admits everything. Every attractive proposal qualifies as innovation. Test the rule on a fitting, an excluded and an unresolved proposal; refine it only where the intended choice needs the distinction.
Changing the rule inside one comparison. A favoured migration is judged under a new condition while its rival remains under the old one. State the responsible rule change and compare on a compatible basis.
STR.5:9 - Consequences
The recipient gains directions that can be challenged, developed and used to guide later proposals. Capability work and initiatives have an explicit reason to exist, and viable continuation remains available for a fair comparison.
The result can expose a direction that depends on support the organization cannot obtain. Returning that gap is useful; disguising it as a detailed roadmap is not. Maintaining several directions costs attention, so retain contrasts only while they can change the next choice.
STR.5:10 - Rationale
A direction connects purpose to the logic of future contribution. It is broader than an initiative but concrete enough to exclude a proposal. That middle level lets practitioners coordinate work without pretending that every future task is known.
Conditional filters preserve both focus and revisability. They guide action under stated assumptions while allowing the assumptions and exclusions to be challenged by the responsible chooser. Proposal, comparison and commitment remain different results because they require different evidence and authority.
STR.5:11 - SoTA-Echoing
Can interests, capabilities and resources suggest a direction? Collins’s three-circle inquiry connects those questions; his social-sector account includes sustaining resources beyond money. Section 4.1 adapts this historical heuristic for generating provisional contributions, as illustrated in section 5.3. It admits developing or obtaining capabilities and revising the combinations. The framework does not require world leadership or treat a present match as a lifelong calling. The heuristic is one search option; a sufficient receiving-work account can supply the direction without it.
Should direction begin from predicted demand or available means? Rapp, Olbrich and Packard’s 2026 article, published online in 2025, argues that effectual action still requires judgements about means, goals, partners and affordable loss. Adapt that contribution in sections 4.2–4.3: generate attainable means-led directions without treating partner interest or owned tools as sufficient support. Forecast-led direction remains a serious alternative when its evidence answers the choice. The source is a conceptual argument, not a comparative trial proving one logic superior.
For turning a direction into everyday selection guidance, this pattern uses strategy as a revisable filter, illustrated by the quarter/rework/two-week/reversibility example. A broad aspiration is cheaper to write but cannot distinguish the three proposals in section 5.2. The four-condition example makes the distinction usable; its particular limits are not universal Strategy rules. Sections 4.4–4.5 also allow reasoned revision rather than permanent compliance with a once-useful filter.
Reopen these method choices when available means no longer support the contribution, better evidence changes the predictive comparison or a filter consistently excludes a more worthwhile feasible contribution than it protects.
STR.5:12 - Relations
STR.3 and STR.4 can supply the formulation and conditions that change generation. STR.5 returns directions; STR.6 develops their option families, STR.8 examines support, and STR.9 compares consequences. STR.11 separates the selected direction and commitments from this proposed set.
DOCA.2 supplies contrasting development leads when the contribution is still unsettled; DOCA.3 supplies the problem/contribution inquiry and its supported, provisional or negative return. DOCA.4 and DOCA.5 supply development directions and reachability results when the subject and use fit. Reuse the needed result without requiring an advisory engagement or transferring the recipient’s choice to an adviser. STR.12 later distinguishes an observation affecting a proposal from a reason to revise the filter itself.
